ABOUT WFP:

In El Salvador, WFP’s work focuses on vulnerable households through social protection with a broad focus on nutrition, including school feeding, support to small producers in market access, increase resilience to climate change in vulnerable populations and respond in slow and rapidly developing emergencies.

ORGANIZATIONAL CONTEXT:

In July 2022, PMA El Salvador began the implementation of its new Strategic Country Plan ( CSP ) 2022-2027. Based on a comprehensive consultation process and an analysis of the main drivers of food security and nutrition in the country, and on the basis of WFP humanitarian assistance, important issues of building resilience have emerged, adaptation to climate change and modification of food preparation practices and eating habits as priorities for the WFP portfolio of programs.

Faced with this scenario, the United Nations World Food Program ( PMA ) is currently implementing a project of the Adaptation Fund entitled “Strengthening the Adaptive Capacities of Vulnerable Climate Communities in the Goascorán Hydrographic Basin of El Salvador and Honduras through Integrated Adaptation Community Practices and Services”. The objective of the project is to increase the resilience of vulnerable communities in the Goascorán basin to the effects of climate change. The project is being implemented in close collaboration with the governments of El Salvador and Honduras, as well as with other key stakeholders in the region.

POSITION OF THE POSITION:

The Project Technical Advisor will be responsible for providing technical leadership and support to Component 2 of the project. This component focuses on connecting climate-vulnerable populations in the Goascorán basin with innovative services that increase their climate risk management capabilities. The Advisor will work closely with stakeholders, partners and communities to ensure effective implementation of activities and achievement of project objectives

MAIN RESPONSIBILITIES:

to. Provide technical knowledge and guidance for the design and execution of Component 2 activities, ensuring that they are aligned with the project objectives, the requirements of the Adaptation Fund and WFP corporate guidelines.

b. Carry out a comprehensive assessment of the climate risk management capacities and needs of climate-vulnerable populations in the Goascorán basin, identifying gaps and opportunities for innovative climate services.

c. Collaborate with relevant stakeholders, including government agencies, service providers, NGOs and community organizations, to identify and facilitate access to innovative services that address the specific climate risk management needs of vulnerable communities.

d. Support the development and implementation of training programs and training activities for community members, local authorities, service providers and project staff.

and. Provide technical guidance on the establishment and implementation of mechanisms and platforms that facilitate the delivery and adoption of innovative climate services, including technology-based solutions, early warning systems and climate information services.

F. Support the design of the insurance product and its annual improvement, including the development of insurance policies, distribution channels and links with other components of the project.

g. Monitor and evaluate the progress of Component 2 activities, ensuring that they are carried out effectively and in accordance with the project’s work plan and budget.

h. Contribute to the development of monitoring and evaluation frameworks, indicators and tools to assess the impact and effectiveness of innovative services in improving climate risk management capabilities.

i. Facilitate knowledge sharing and learning among project stakeholders, documenting and disseminating best practices, lessons learned and success stories related to innovative climate risk management services.

j. Collaborate with other project team members and stakeholders to ensure the integration of Component 2 activities with other project components and cross-cutting issues.

k. Prepare regular progress reports, technical summaries and other documentation required by the National Coordinator and the Binational Coordinator.

Strategic management

Demonstrates a basic understanding of WFP’s monitoring and evaluation policies and strategies and their interrelationships.

Management of achievements

Apply your knowledge of WFP’s performance management system to manage resources and relationships and take follow-up action or conduct clear and accurate evaluations of operations, programs or processes based on compliance with WFP quality standards for monitoring and / or evaluation.

Qualitative methodology versus quantitative methodology

It understands the established data collection methods and instruments and applies them, properly combining them, to the tasks of direct monitoring, review or evaluation, in line with WFP’s strategic and operational results frameworks ( measurement parameters ), guidelines and technical standards.

Data analysis and visualization

Collects and summarizes program data, including shipping information, distribution site logistics, influence zone maps, the status of people in need and the intended and effective beneficiaries for all modalities and program assistance activities.

Monitoring and review of programs

Gather, organize and provide data on the products, processes and effects of programs, including distribution plans and status, the quantity and quality of food and cash distributed and the technical assistance provided.

EXPERIENCE TO DISEMPEAR THIS ROLE:

  •  A minimum of 5 years of professional experience in climate adaptation, climate financing, climate risk mitigation strategies and / or financial inclusion.
  •  Solid knowledge of concepts, methodologies and tools for adaptation to climate change, with experience in evaluating climate vulnerabilities and risks to livelihoods.
  •  Experience working with local communities, government institutions and NGOs in the context of climate-resilient livelihood projects.
  •  Demonstrated experience in the design and implementation of climate interventions, preferably in the agriculture, rural development or entrepreneurship sectors.
  •  Strong analytical and problem-solving ability, with the ability to translate technical concepts into practical, context-adapted solutions.

F. Excellent communication skills, facilitation and interpersonal relationships

MINIMUM ACADEMIC QUALIFICATIONS:

University degree in: agriculture, rural development, economy or a related field.

Required skills and conditions:

  •  Current Light Driving License and Driving Experience
  •  Willingness to constantly travel or reside in the eastern part of the country
  •  Knowledge of the Salvadoran rural context

The post will be based in San Salvador, with frequent trips to the Goascoran basin where the project is executed. The contract will have an initial duration of one year, renewable based on satisfactory performance and the availability of funds.
