Organizational framework

The main objective of FAO country offices, headed by an FAO Representative, is to cooperate with governments in policy development, programs and projects to achieve food security, reduce hunger, malnutrition and rural poverty; help develop the agricultural, fisheries, forestry and use its environmental and natural resources in a sustainable way.

Hierarchical dependency

The specialist will be under the general supervision of the FAO Representative in Paraguay and under the direct supervision of the Assistant Representative for Administration,

Field of specialization

The Procurement Specialist will provide support to ensure procurement activities in accordance with FAO policies and procedures and thus reflect best public procurement practices. The specialist will also perform functions related to monitoring and reporting of procurement activities.

Tasks and Responsibilities

The owner must:

  •  Perform operational functions related to the procurement process, including the preparation of documents related to the assigned procurement actions, such as: review of technical specifications, terms of reference, mandatory requirements prior to starting the process of requesting quotes.
  •  Carry out market studies in order to validate the terms of reference, technical specifications and budgets.
  •  Prepare offers and documentation in accordance with the purchasing method and established criteria to be presented to the Purchasing Committee in accordance with the guidelines of the FAO Manual
  •  Plan, direct and control the acquisition strategy and the annual acquisition plan.
  •  Issue purchase orders.
  •  Prepare service contracts or for the execution of civil works.
  •  Form part of the panel for the opening of offers and the evaluation of offers or proposals.
  •  Prepare cases and present them to the Local Procurement Committee.
  •  Control of contracts and service orders: amendments, renewals, cancellations, under the guidance of the supervisor ( s ), applying a technical knowledge of the procurement applications and regulations, etc.
  •  Review purchase requisitions, orders, contracts and offers to ensure that they are technically complete and in accordance with established FAO rules and procedures.
  •  Ensure that procurement actions are completed in a timely manner in accordance with relevant standards and procedures.
  •  Present timely information on the status of procurement activities and all related matters.
  •  Maintain and monitor database records related to procurement actions performed, assigned bids, and contracts.
  •  Coordinate the collection of statistical information on procurement actions and ensure that the information maintained in the relevant systems is accurate and up-to-date.
  •  Prepare, review and analyze periodic monitoring reports making recommendations and taking action as necessary.
  •  Develop and manage records and pre-qualification of suppliers and mechanisms for quality evaluation and performance measurement.
  •  Make periodic visits and hold meetings with suppliers.
  •  Support knowledge creation and knowledge sharing across the Service through staff training and peer education on the use of the Procurement Module and other IT applications used in procurement.
  •  Act as the focal point of the Contracts Unit for the specialized procurement and administrative systems of the organization such as: GRMS, UNGM and Intend.
  •  Provide support to AFAORA in the flow of acquisitions.
  •  Review current processes and make recommendations to improve purchasing systems and procedures.
  •  Lead procurement unit of FAO PY
  •  Perform other tasks as needed.
  •  Actively participate in interagency groups.
  •  Activities related to inventory control focal point:
  •  Ensure the inventory of the projects and Representation updating the information ( removal of obsolete inventories, donations, transfers, change of custodian, change of series, etc. ).
  •  Prepare inventory report to send to headquarters
  •  Focal point quality control in Letters of Agreement:
  •  Act as secretary of the Local Committee.
  •  Carry out quality control for letters of agreement.
  •  Focal point for supplier entry: Entry is done by SSC
  •  Request the necessary documentation from suppliers for registration in GRMS and the United Nations Global Market ( UNGM )

CANDIDATES WILL BE EVALUATED ACCORDING TO THE FOLLOWING CRITERIA:

Minimum requirements

  •  University professional graduated from business administration, accounting, economics, project management or related sciences
  •  Five years of relevant experience in the procurement area. Desirable in public sector or international organizations.
  •  At least four years of experience in managing technical cooperation projects.
  •  An excellent command ( level C ) of Spanish is required
  •  Desirable knowledge of English intermediate level. ( level B )
  •  National of Paraguay.
