Organizational framework

The food security situation in Central America has deteriorated significantly in recent years. In Honduras, at least 2.6 million people are currently in a Food Crisis or worse ( Phase 3 or worse of the CIF ) and therefore require urgent action. Key associated factors include: Socioeconomic impact due to COVID-19; loss of crops of up to 50% in the production of basic grains in the Primera cycle, mainly beans and corn and the depletion of reserves; price increase due to the increase associated with losses and depletion of reserves in the market; and, Insufficient Humanitarian Food Assistance to cover the impacts suffered in 2020 and 2021.

Anticipatory Actions are short-term interventions that are carried out before the impact of a threat, with the aim of preventing and mitigating damage and loss and curbing the deterioration of acute food insecurity, which is one of the most visible and measurable impacts of a crisis. However, anticipatory action is just one of the elements of the broader disaster risk management cycle and the benefits of early interventions can extend far beyond this framework of immediate time.

Anticipatory action involves acting against agroclimatic forecasts: based on previously agreed indicators ( in the context of drought risk or hurricane risk ), to be able to activate the financing of early actions ( pre-agreed ) that prevent a threat from turning into a disaster and what it implies in terms of economic and social losses, food insecurity.

There is increasing evidence to suggest that linking robust early warning systems with flexible financing leading to anticipatory actions can help save lives, protect livelihoods, have significant long-term effects on nutrition, education, health, reducing gender inequalities and, ultimately, building resilience as well as being profitable. The return on investment is unequivocal: for every USD invested in anticipatory action in the agricultural sector, against an adverse climate forecast, benefits are generated for households of up to USD 7.

In this context, the urgency of developing an Advance Action mechanism ( AA ) in the country has never been clearer. Given the seriousness of the reported impacts on food security and agriculture, there is a clear role for FAO in intensifying assistance to the most vulnerable populations.

Hierarchical dependency

He / the Procurement Assistant will work under the general supervision of the FAO Representative in Honduras and the Assistant Representative for Administration.

Field of specialization

Carry out an efficient purchasing process in accordance with the guidelines of the Organization, in compliance with the Procurement Plan, maintaining permanent coordination with the project administration.

Tasks and responsibilities

  •  Confeccionar las órdenes de compra (PO) relacionadas con el proyecto en GRMS así como la creación de los vendors en coordinación con los colegas de HQ.
  •  Recibir solicitudes de compra para el proyecto y racionalizar el uso de los recursos financieros del proyecto.
  •  Apoyar el proceso de compras, a partir de presupuestos para la publicación de resúmenes de compra: comparaciones de precios, calidad de proveedor; y apoyar la supervisión del inventario de suministros.
  •  Mantener, actualizar y garantizar el cumplimiento del proceso de compras de bienes y servicios de conformidad con las normas de la organización.
  •  Investigar el mercado trimestralmente, evaluar y actualizar la base de datos de proveedores para garantizar que los procesos de adquisiciones se realicen de conformidad con lo establecido en el manual de la FAO.
  •  Assist management in negotiations with suppliers under the terms and conditions established by the Organization.
  •  Examine and prepare documentation to make payments for purchases of goods and services, ensuring that FAO’s procurement guidelines are followed.
  •  Coordinate with suppliers, delivery of materials and supplies.
  •  Provide logistical support for the coordination and execution of national and regional activities.
  •  Support the Representation in the articulation of the different projects and other tasks, actions carried out around the FAO Field Program.
  •  Support and supervise consultancies, acquisitions and technical tasks with the work program, accompanied by IR3.
  •  Support in the development of all those activities inherent to the function that are within its reach to contribute to the success and sustainability of the program.
  •  Other tasks and functions assigned to it by coordinating the Forest Protection program in the arid – humid biological corridor of southwestern Honduras

THE CANDIDATES WILL BE EVALUED IN ARRANGE TO THE FOLLOWING CRITERIA:

Minimum requirements

  •  University graduate with a degree in Business Administration, Public Accounting, Economics or related career.
  •  Two years of relevant experience in financial management of projects, purchases and acquisitions.
  •  Practical knowledge of Spanish
  •  Honduran nationality.

Selection criteria

  •  Professional experience in processes of acquisition of works, goods and services, minimum of two years.
  •  Professional experience in processes of acquisition of miscellaneous materials related to projects financed with external funds or international cooperation, minimum of two years.
  •  Practical experience in preparing terms of reference, reviewing technical specifications, bid evaluation procedures, preparing reports and other documents for the purchase of goods and services, minimum of two years.
  •  Practical knowledge of accounting.
  •  Use and handling of Excel and Word.
  •  Ease of use of accounting platforms
