The Organisation for the Prohibition of Chemical Weapons is the implementing body for the Chemical Weapons Convention, which entered into force on 29 April 1997. The OPCW, with its 193 Member States, oversees the global endeavor to permanently and verifiably eliminate chemical weapons.

The ultimate aim of the OPCW is to achieve our vision of a world free of chemical weapons in which chemistry is used for peace, progress, and prosperity, and to contribute to international security and stability, general and complete disarmament, and global economic development. Under the OPCW’s oversight 96% of the chemical weapons stockpiles declared by possessor States have been verifably destroyed.

The OPCW was awarded the Nobel Peace Prize in 2013 for its extensive efforts to eliminate chemical weapons.

Responsibilities

Job Summary

The Political Affairs and Protocol Branch provides senior management with advice on current and emerging issues, devises and implements strategies for achieving universality of the Convention, and liaises with States Parties to understand their views and priorities.

The Branch also supports the official engagements of the Director General and Deputy Director-General, through the preparation of speeches, statements, and briefing notes based on key messaging and thorough political analysis.

The Branch plans, organises, and supports official visits by Heads of State, as well as government and other high-level officials from States Parties.

The Branch is responsible for the accreditation of Permanent Representatives and delegates and acts as a focal point between the Secretariat and States Parties on matters pertaining to their membership.

Main Responsibilities

As the Privileges and Immunities Assistant, you will assist in supporting and guiding staff members on privileges and immunities-related issues, to ensure the effective implementation of the Headquarters Agreement (HQA), especially through liaison with relevant Host Country authorities, and to administer all issues related to staff members’ privileges and immunities in accordance with the rules and regulations of the Host Country, the HQA and related directives, policies and procedures.

Qualifications and Experience

Education

Essential:

  •  High School Diploma or equivalent diploma of higher secondary education.

Desirable:

  •  Additional training or education in diplomacy, protocol, public or international administration.

Knowledge and Experience

Essential:

  •  At least 3 years previous experience in an international environment, protocol and/or diplomacy or a related field. A university degree in a relevant field may be considered to replace two years of working experience.

Desirable:

  •  Experience in the field of conference management and handling and organization of protocol activitiesDutch language

Skills and Competencies

  •  Intercultural communication and negotiation, service delivery, organising and planning;
  •  Strong interpersonal skills (communication and negotiation);
  •  Tact, discretion and accuracy;
  •  Detail oriented, service delivery and client focus;
  •  Strong organising, planning and prioritizing skills;
  •  Computer literacy (MS Office applications);
  •  Ability to work harmoniously with people from various backgrounds in an international environment.

Languages

Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.

Additional Information

Staff members in the General Services category are normally recruited and paid on a local basis.

This appointment is for the duration of two years, with a six-month probationary period, and is subject to the OPCW Staff Regulations and Interim Staff Rules.

The mandatory age of separation at the OPCW is 65 years.

Fixed-term staff members participate in the OPCW provident fund. A monthly staff contribution is met with a doubled amount by the OPCW to ensure separating staff have the capital necessary to move on to new challenges.

The Director-General retains the discretion to not make any appointment to this vacancy, to make an appointment at a lower grade, or to make an appointment with a modified job description. Several vacancies may be filled.
