About the role

The USAID AFFORD Policy Manager will serve as the policy technical lead for this RFFA and provide technical expertise related specifically to the regional- and national-level LSFF policy enabling environment. S/he will oversee all the NI policy related activities and ensure implementation and completion of the activities under this award, and achievement of related outcomes. S/he will be responsible for leading on-the-ground efforts to ensure a strong “policy enabling environment” for large scale food fortification across the ECOWAS countries and in the region.

This position holder will report directly to the LSFF Technical Director of the RFFA associate award under USAID AFFORD. S/he will also be expected to maintain constant communication with the NI IR Lead and Technical Advisor, and the rest of the USAID AFFORD team.

Responsibilities:

Lead the mapping of existing regional (and possibly national) policies and legislation including regional standards and regulations related to LSFF.

Lead in conducting the necessary regulatory monitoring assessments and other analysis aimed at developing in-depth understanding of the LSFF regulatory environment at regional and country-levels.

Support the interpretation of findings from the assessments and analysis and develop clear LSFF recommendations that are inclusive, scalable, realistic, and sustainable.

Identify and support the recruiting and management of consultants to support policy enabling environment landscape mapping and analyses, where and as appropriate.

Support implementation of next steps based on findings and recommendations of policy enabling environment landscape analysis and in close consultation and collaboration with the other RFFA teams, IR1, IR2 and other USAID AFFORD Teams.

Support the identification, conceptualization and design for interventions and activities related to policy enabling environment under the 3 RFFA components.

Lead the planning and execution of activities related to policy enabling environment within the RFFA especially those under Components 2 and 3 of the RFFA.

Work closely with the Advocacy Senior officer to support and contribute to the advocacy related activities identified under the RFFA.

Progressively identify best practices or successful case studies and support their packaging for sharing through the knowledge hub.

Contribute in the identification of LSFF national- and regional-level monitoring and evaluation indicators that could feed into a regional LSFF M&E system.

Coordinate closely with NI’s ongoing fortification programs in-country and LSFF efforts within the West Africa Region.

Support the development of additional tools, guidelines, and knowledge products related to policy enabling environment as necessary.

Liaison regularly with the other RFFA team to ensure timely collaboration and coordination of information, planning, and activities.

About You;

  • Master’s degree or higher level with a focus on either public health, nutrition, food science and nutrition, food and nutrition systems or other nutrition related fields.
  • At least 8 years of experience working in-country and / or regionally around the design and implementation of LSFF programs.
  • At least 5 years of experience in project management.
  • Experience working with national and regional nutrition and LSFF policy and regulatory frameworks.
  • Experience and good understanding of West Africa regional food fortification programs.
  • Experience working across and within sectors as a means of optimizing program performance.
  • Experience working with large multi-stakeholder teams and ability to participate in and coordinate across diverse teams.
  • Strong organizational, communication, and writing skills with ability to stick to tight deadlines and produce high quality deliverables.
  • Ability to work proactively and independently under fast-paced, complex, and dynamic working conditions.
  • Fluent written and spoken English and French is essential.
