The Unicef Zone d’Agadez Office covers 6 departments and 15 municipalities for an estimated population in 2023 at 691,415 hbts ( of which approximately 48% are women ) spread over an area of 667,799 km ². The region’s population growth rate represents 3.6% compared to a national average of 3.9% ( RGPH 2012 ). Its population is characterized by its low density, which was 0.8 hbts / km2 in 2018, compared to an average of 16.3 for the entire national territory for the same year. The total fertility rate, which stands at 5.7 children per woman compared to a national average of 7.6 ( EDSN 2012 ). The infant mortality rate which is 29%, against a national average of 51% ( EDSN 2012 ) while its infant and child mortality rate which is 51%, against a national average of 127% ( EDSN 2012 ).Life expectancy at birth which is 72.7 years, compared to a national average of 64.5 ( RGP / H 2012 ). In 2018, the fringe whose age is less than 15 years was 46.5% of the demographic workforce, while conversely, the one whose age is 65 and over does not exceed more than 2.3%. The prevalence of Global Aigüe Malnutrition ( MAG ) is estimated at 12% in children under 5 years of age ( SMART NIGER survey, 2021 ). The population’s access to optimal drinking water service is 19.3%. While the gross primary school enrollment rate is 87.02% for the region, only 41% of children in the nomadic environment attend primary school. Educational deprivation mainly concerns the secondary level ( 54% of children outside school ) and more pronouncedly or only 1 / 5th of children go to school.The demographic exposure of the cities of Arlit and Agadez, induced by the migratory phenomenon, limits the access of vulnerable populations to basic social services with thousands of children deprived of education and exposed to the phenomenon of drug use, abuse, violence and exploitation.

To meet the above challenges, UNICEF supports the State to provide quality service to the populations of the region in the fields of health, nutrition, child protection, education, water, hygiene and sanitation, communication, Planning, Local governance and decentralization which requires good control of data from several sources in order to ensure quality for good monitoring.

Managing all this information and monitoring indicators on results is a major challenge both at the regional level and in the municipalities. Thus to strengthen its activity information management system and support the implementation partners in the production of quality data and the monitoring of results indicators, Unicef plans to recruit a Monitoring & Evaluation Officer based in Agadez.

How can you make a difference ?

Under the supervision of the Head of the Zone Office, and the technical responsibility of the SME Section Head, the Monitoring & Evaluation Officer is responsible for achieving the main final results set out by providing professional expertise and assistance in information / data collection, statistics and data analysis, monitoring and evaluation ( S&E ), preparation of reports, communication and partnership, and in implementing training programs for the collection of regional and subregional data, monitoring, evaluation and strengthening of research capacities, paying particular attention to the interest, concerns and participation of the main stakeholders.

Main expected results :

  •  The integrated monitoring, evaluation and research plan is prepared and implemented to provide a strategic priority and a realistic business plan for Monitoring and evaluation.
  •  Timely monitoring and measurement of changes in program or policy conditions in the country or region are carried out with the participation of the partners concerned and are provided to the area office and regional partners to facilitate regional planning and assess the impact of programs and policies and report on progress.
  •  The performance of area offices is systematically monitored and data from key indicators in the annual management plan and management reports are collected, analyzed and made available to management and the country management team.
  •  The evaluation is designed and carried out with a quality process and products in accordance with the priority and the strategy. Results, recommendations and evaluation reports are used to improve the performance of the program and are effectively disseminated to the target audience. The main partners are kept informed and / or contribute to these exercises if necessary.
  •  The monitoring and evaluation capacities of the staff of zone offices and regional partners are strengthened, allowing them to engage more and more in the monitoring and evaluation processes and to direct them.
  •  Effective communication and partnerships are achieved in carrying out the integrated monitoring plan integrated monitoring plan , evaluation and research within the zone office and with the national office, and with all other stakeholders, including regional partners, the sub-offices of United Nations agencies in the region and other development partners; and the results are shared with all partners to stimulate joint engagement.

Main responsibilities, activities and tasks :

Within the framework of the powers conferred and the organizational structure, the incumbent may be assigned the main responsibilities, shared or contributory linked to all or part of the key functions and to the achievement of the main results, which are listed below : AT. Program Planning and Monitoring :

  •  Provide technical support for the planning of regional cooperation activities in collaboration with the sections and the Regional Technical Monitoring Committee ( CTRS ).
  •  Facilitate the holding of regional, sectoral and intersectoral reviews, in close collaboration with the sections and the CTRS.
  •  Coordinate joint monitoring missions and CTR.

B. Monitoring of the Situation and Activities :

  •  Perform ( VP ) programmatic visits to supervise the activities under his responsibility.
  •  Monitor the HACT ( VP, Spot Check ) activity plan of the Zone Office.
  •  Contribute to the collection and analysis of indicators linked to the Sustainable Development Objectives ( ODD ).
  •  Monitor the humanitarian situation and the rights of children and women in the region.
  •  Provide information for status reports and reviews.

C. Evaluation :

  •  Participate in the design of evaluations in collaboration with our partners.
  •  Ensure that assessments meet established quality standards.
  •  Examine and comment on the preliminary versions of the evaluation reports.
  •  Contribute to the capacity building strategy of partners and managers Program Officers in monitoring and evaluation.

D. Communication and Partnerships :

  •  Plan and facilitate research, monitoring and evaluation activities.
  •  Collaborate with partners for joint assessments.
  •  Promote the use of UNICEF resources and monitoring and evaluation tools.

As a defender for each child, you must have …

  •  A university degree in social sciences, statistics, development planning, demography or any other related discipline.
  •  Relevant professional experience of at least one year in the design and monitoring & Evaluation of Programs / Projects.
  •  Experience confirmed in the collection, processing and analysis of statistical data.
  •  Have been exposed to emergency preparedness and response programs ( or humanitarian crises ).
  •  Mastering French is required. Knowledge of English and the local language of the duty station is considered an asset.

Location and duration of the contract

The position is classified in the category of National Professionals ( NO ) at grade NOA of the remuneration grid of the United Nations system.
