COUNTRY CONTEXT

As part of the South Asia Region (SAR), the Pakistan Country Management Unit (CMU) is responsible for overseeing the World Bank’s program in Pakistan. CMU is led by the Country Director for Pakistan, supported by the Operations Manager (OM) and the Operations team in Islamabad and the Country Program Coordinator (CPC) and team in Washington DC. In addition, there are four Program Leaders in the CMU who provide direction and support to all of the Global Practices (GPs). Within the office, much of the logistics (fleet management, conference and workshops, catering and cafeteria management, visiting mission support, support to international staff) is grouped under the Business Facilitation Center (BFC). The Operations Officer will be part of the CMU team based at the World Bank office in Islamabad.

The World Bank’s Pakistan CMU, based in the Islamabad Country Office, is responsible for overseeing a country program lending US$1-2 billion per year to the Government of Pakistan, and mobilizing a modest amount of grant resources. This program includes financing a wide range of operations and direct Advisory Services and Analytics (ASA) for sensitive policy advice, small and large infrastructure operations, and services in a wide range of areas (health, social protection, education, finance, energy, digital, mobility, water and sanitation, solid waste management, urban, agriculture, disaster risk management, environment, domestic revenue mobilization, public financial management, trade, poverty reduction, governance, etc.). The Office has about 120 staff. The Country Management Unit within this manages the overall portfolio and strategy of the program.

Duties and Responsibilities: The Pakistan CMU is looking for an experienced, high-performing, energetic member of its Core Operations Team who will report to the Operations Manager (OM), and will work with the Country Director, Program Leaders, colleagues of the Pakistan Country Team and World Bank clients in Pakistan. The Operations Analyst will be responsible for providing program management and operational support to the country portfolio of projects and analytic work at all stages of preparation and implementation. Specific responsibilities include: a)Regular program monitoring and reporting on the Pakistan portfolio and pipeline projects, which includes knowledge management and internal coordination with sector teams. b)Review mission findings and documentation of active projects to ensure quality and track progress. c)Review pipeline development and requests for new projects to ensure consistency with the Country Partnership Strategy. d)Organize external reviews including the program reviews with the federal and provincial governments and development partners. e)Provide analytic support on donor contributions, commitments and cash flows related to selected major Trust Funds f)Maintain a disbursement profile of the portfolio and regularly monitor and prepare disbursement and other portfolio reports. Continually improve dashboard monitoring and suggest technical improvements. g)Assist in monitoring Pakistan’s analytical and advisory works, including coordination with task team on deliverables h)Assist in preparation of Work Program Agreements (WPA) and budget requests. i)Organize operational meetings, workshops, seminars and other events, both internal and external, and prepare follow-up/ proceeding reports. j)Contribute to the external partnership development work of the CMU and Task Teams. k)Assist in supporting continuous development of the World Bank Group Campus to exemplify corporate commitments on green development, an inclusive and respectful workplace, a healthy workplace, and digital innovation. l)As needed, assist in supporting office administrative procurement and business facilitation. m)Communicate with external partners on a variety of operational topics, and in particular, continued communication and knowledge sharing with the Economic Affairs Division and provincial governments n)Prepare management briefs on programs issues, as well as briefs and presentations for various meetings and workshops, both internal and external.

Selection Criteria

  •  Master’s Degree in Development, Public Policy, Business Administration or related discipline.
  •  Preferably 2 years of operational experience working with a reputable national or an international development agency.
  •  Experience, exposure to / understanding of the Government system will be preferred.
  •  Strong spoken and written communications skills in English including the ability to speak and write persuasively and present ideas clearly and concisely.
  •  Demonstrated initiative, and drive for results including ability to undertake a diversity of tasks within a rapidly changing and demanding environment on short deadlines.
  •  Outstanding inter-personal skills with proven ability to work cooperatively with a multi-disciplinary team.
  •  High degree of motivation, initiative, flexibility, reliability, and responsiveness to changing demands; capacity for effective multitasking, with demonstrated ability of being an independent starter with minimal supervision, and a high capacity to persevere for results.

  •  Communication – Excellent verbal and written communication skills in both English and Urdu. Can assist in the preparation of written materials in accordance with WB administrative guidelines and best practices. Able to communicate effectively with high level officials and experts both within the Bank and the Government.
