
COOPI is looking for a Program Coordinator in Niger
COOPI has been present in Niger since 2012 with a coordination office in Niamey, and field bases in Diffa, Agadez, Tahoua, Maradi and Tillabéry . Currently, COOPI works in the Diffa region in the sectors of protection, mental health, and education in emergency situations, in Niamey and Agadez in mixed migration with the management of transit huts and psychosocial support for refugees and migrants, in the Tillabéry and Tahoua regions with interventions in the field of nutrition/health and emergency education, in Maradi with a protection project. The main donors are ECHO, the European Union, Swiss Cooperation, FHRAOC, Italian Cooperation (AICS), USAID/BHA, SRF and United Nations agencies (UNHCR, UNICEF, IOM) .
Job Objective
The Program Coordinator is responsible for the definition and quality of programs and the monitoring and evaluation system in the country, in accordance with the organization’s policies and standards. He or she supports the Head of Mission in his or her relations with donors and partners.
Role and Responsibilities
INSTITUTIONAL RELATIONS
- In coordination with the Head of Mission, meet regularly with donors and partners to consolidate COOPI’s position in the country and manage their project visits in agreement with the project managers;
- Generate interest from new donors and potential partners, in close collaboration with the project manager;
- Ensure participation in sectoral clusters directly or through figures.
DEVELOPMENT
- Review the priorities and strategies of major institutional donors and propose projects based on COOPI’s expertise and geographical presence;
- Coordinate the definition and implementation of the national program strategy, with the support of the head of mission and sector experts;
- Provide guidance on the organization’s position in the various sectors in accordance with headquarters guidelines and in coordination with the Head of Mission;
- Capitalize on the sectoral experience acquired in its geographical area of competence and develop standards of approaches and practices implemented in projects, within the framework of headquarters guidelines.
MANAGEMENT
Project management
- Develop and write new project proposals (ECHO, EU, AICS, USAID, UN) in cooperation with the country’s logistics and administrative function;
- Ensure final review of all project reports (interim, quarterly and final).
- Ensure that reports are submitted within internal and external deadlines;
- Carry out field monitoring missions in intervention areas;
- Support the review and approval of MEAL plans for all projects;
- Using MEAL data to innovate and engage new donors and partners.
Human resources management
- Identify human resource needs within existing and/or new programs;
- Participate in the staff selection process at the request of the Head of Mission and Headquarters for expatriate and national staff;
- Train project managers and other program staff in monitoring and quality of activities, in coordination with the Head of Mission/Region/HQ;
- Evaluate staff for their level of competence, in accordance with COOPI procedures.
Human Resources and Training
- Participation in the recruitment of national staff
- Participation in strengthening the skills of project staff
- Participation in evaluation interviews of members of his functional team
Communication and Fund Management
- Support the production and distribution of communication and visibility tools for COOPI;
- Collect the necessary data and information in collaboration with field teams to deliver communication products.
Candidate profile
ESSENTIAL
- Master’s degree in a relevant field (postgraduate degree required);
- At least 3 years of professional experience in the formulation, implementation and coordination of projects with international NGOs, preferably humanitarian ;
- Experience working with different donors (ECHO, EU, USAID, AICS and UN agencies);
- Good knowledge of humanitarian standards and principles;
- Excellent report and proposal writing skills in French and English ;
- Proactive attitude in planning and coordination with agencies, institutions and reference points;
- Results orientation and problem-solving skills;
- Strong management skills;
- Good leadership skills, focused on team management and motivation;
- Ability to handle stressful and complex situations with a positive attitude;
- Diplomatic skills and confidentiality;
- Advanced computer skills;
- Share COOPI’s vision and mission.
DESIRABLE
- Professional experience in the region (preferred);
- Knowledge of the Italian language will be considered an asset.
