Job Description

The Position:

The National HIV focal point and Supply Chain Analyst, will support the implementation of the Country Programme that provides the framework of cooperation with the Government of Guinea Bissau. As such the incumbent will contribute to the achievement of the indicators of the annual work plans and the CPD7 2022-2026.

Job Purpose:

The National HIV focal point and Supply Chain Analyst will help strengthen the role of UNFPA and UNAIDS in the Joint UN Team on HIV and provide technical support to national institutions for the fight against HIV/AIDS. The incumbent will support UNFPA in ensuring the sustainability of national Reproductive Health Commodity efforts to deliver quality reproductive health and family planning services, including uninterrupted supplies of products, with particular attention to reaching marginalized populations.

The National HIV focal point and Supply Chain Analyst will be responsible for the day‐to‐day implementation and monitoring of project(s) and joint programming activities in the area of HIV, and will provide support to interventions on supply management of the Reproductive Health Commodity.:

Expect Results and/or functions: As HIV/AIDS national Focal Point:

  •  Ensure that HIV prevention is integrated at all levels of programming with a focus on combined prevention, in line with the UNFPA/UNAIDS Joint HIV/AIDS Prevention Plan and the PEN (2019-2023) to accelerate HIV prevention and to reduce new infections in Guinea Bissau;
  •  Facilitate the development and application of a Joint UN advocacy strategy and plan and contribute to the development/review of national policies and strategies, and actively participate to the development of the HIV Global Fund funding request for the 2024 – 2026 period;
  •  Support the efficient functioning of the UN Joint Team on HIV/AIDS, including the development and implementation of the UN Joint Team and Joint programme on AIDS. In this context, ensures coordination and communication within the UN (including Technical Working Groups and other relevant forums) and between the UN, government and other development partners.
  •  Advocate for integration and mainstreaming of HIV, especially through United Nations Development Sustainable Development Framework (UNSDCF), Common Country Analysis (CCA), National Development Plan, Health Sector Strategy Plan, Joint Programme/projects, and other major development instruments;

As Supply Chain Analyst:

  •  Contribute to the delivery of UNFPA’s programmes by monitoring results achieved during implementation. S/he ensures and guides the appropriate application of systems and procedures and develops enhancements if necessary;
  •  Provide technical backstopping and participate in relevant research and analysis related to the management of supply chain systems for Reproductive Health and Family Planning Commodities;
  •  Participate in the implementation of key activities and interventions strengthening Reproductive Health Commodity Security, including the management of related supply chain systems;
  •  Contribute to the development/review of national policies and strategies to promote innovative service delivery models and improve access to and utilization of reproductive health and family planning services;
  •  Contribute to the formulation of performance indicators and setting of programme milestones and targets to ensure effective monitoring of progress towards achievements of set programme results;
  •  Support CO’s annual work-planning processes and ensure effective management of assigned AWP (Annual Work Plan) outputs/activities;

Carry out any other duties in relation with the job description as may be required by the country office management

Qualifications and Experience:

Education and Experience

University degree in health related areas and Public Health preferable with a solid knowledge in logistics management; and Solid knowledge of HIV and the epidemic/response preferably in Guinea-Bissau and/or West Africa.

Knowledge and Experience:

  •  A minimum three (3) years of increasingly responsible relevant professional experience, preferably in programme/project management;
  •  At least 3 years of relevant work experience in HIV at the national level.
  •  Ability to work with a variety of stakeholders including government, civil society, development partners and the academia.
  •  Demonstrated experience and understanding of the HIV epidemic and national response, partners’ response, etc.
  •  Working experience with UNAIDS Cosponsors or other UN Organizations is desirable.
  •  At least 2 years of increasing responsibilities in working on reproductive health commodities supply chain management systems;
  •  Good knowledge of forecasting, warehousing, distribution, transportation and logistics information systems; general knowledge of the principles and operational aspects of integrated RH care are added advantages;
  •  Good communication skills, both oral and written.
  •  Excellent report writing and presentation skills;
  •  UN system experience is desirable.

Languages:

Fluency in Portuguese is required. A good knowledge and writing skills in English or French is desirable.
