Monitoring Technician – Quibdo Choco At HEKS/EPER



BRIEF DESCRIPTION:

The monitoring and evaluation officer designs and implements systems that monitor project progress, analyzes accountability to beneficiary populations, and verifies the validity and consistency of information produced by projects, especially (but not limited to) sources of verification.

MINIMUM QUALIFICATION:

University studies in social sciences or demonstrable equivalent experience.

REQUIRED EXPERIENCE:

  • Experience in data management, table and report development, market research
  • Basic knowledge of the organization’s fields of intervention: Water, sanitation and hygiene;
  • Food security and livelihoods; Shelter, energy, and household goods.
  • Desirable: at least one year of experience in humanitarian projects in contact with counting tasks
  • of beneficiaries, surveys, evaluation of the quality of the intervention, management of sources of
  • verification.
  • Knowledge of monitoring and evaluation tools: different types of surveys (informants
  • key, focus groups)
  • It is desirable to have basic knowledge of population selection criteria from the point of view
  • statistician (HEKS selection guides or similar)
  • Knowledge of the OECD-DAC evaluation criteria: relevance, coherence, efficiency, impact, and sustainability.
  • Experience working with UNICEF, either directly or as a sub-implementing partner.

Design

  • Design a specific monitoring plan for each project implemented by HEKS/EPER in Colombia, developing information gathering methods that are parallel to the implementing teams and independent of them.
  • Estimate the resources needed to carry out said plan, both human and material.
  • Plan ex-ante, ex-post, and baseline evaluations.
  • Support in the design of project monitoring tools (activity progress report, verification sources, Kobo surveys)

Implementation

  • Execute planned activities in accordance with estimated resources and defined delivery times/deadlines
  • Ensure that field technicians provide the necessary verification sources and systematize them, analyzing their relevance and consistency with respect to the corresponding logical framework.
  • In coordination with the Technical Coordinator, engage in all types of monitoring and follow-up activities proposed by donors (5W, data entry into platforms such as HRP, etc.).

Follow-up

  • Supervise and monitor the work carried out by third parties (surveyors in this case) to ensure that it complies with what was agreed upon.
  • Be informed of all types of monitoring and evaluation tools that may be required by major donors or relevant forums such as clusters and working groups.

Training

  • Participate in training activities related to their field of knowledge or others related to the humanitarian world according to the recommendations of the technical coordinator
  • Propose training activities (data collection, verification sources, project evaluation, etc.) to the implementing team.

PEAS

  • Notify senior management of issues and concerns regarding the implementation of the PSEA, particularly referrals of victims and survivors to facilitate their access to services and assistance.
  • Receive reports on allegations of sexual exploitation and abuse and coordinate the response
  • Ensure that information regarding PEAS, including complaints and referral mechanisms and service providers, is made available to the community.

The main location of the project is Quibdó, Chocó. However, for the successful development of project activities and HEKS EPER’s strategy in the area, frequent business trips to hard-to-reach locations in the departments of Chocó and Antioquia will be necessary.

The contract will last 12 months, with a possible renewal. The contracting process is expected to conclude by the end of April 2025.
