About the Position
Dexis is seeking a mid-Level Monitoring and Evaluation Specialists (MES) to provide monitoring and evaluation (M&E) technical and advisory support for an anticipated project(s) to be awarded by the Departments of State (DOS) and Labor (DOL). The MES will provide technical support to the wider M&E team on contract deliverables including design and development of M&E products; indicator monitoring; project evaluations; country assessments; and learning agendas. They will work with State stakeholders, project team(s), and the wider DPS-MEL home office team.
This position is contingent upon award and may be based remotely with permission from the client.
Responsibilities
This position will be responsible for supporting the development of M&E products, supporting reporting cycles, and data collection and analysis. The Mid-Level MES will need to be able to quickly develop subject matter expertise in DOS/DOL programmatic areas as well as any country context. They will collect, review, clean, analyze, and visualize data; design and conduct trainings; and produce analysis and reports of findings to relevant stakeholders.
In addition to augmenting the work of the M&E Teams, this position will be responsible for maintaining relationships and staying up to date on project-related issues and programming. They will work in conjunction with other members of the DPS-MEL team, project team, DOS/DOL clients, and office leadership to ensure that the design of M&E products is consistent with the Foundations for Evidence-Based Decision-making Act, the Foreign Assistance Transparency and Accountability Act (FATAA), and Departments of State/Labor policies and definitions.
The MES may be asked to assist in developing and maintaining a Learning Agenda and M&E Findings/ Recommendations Tracker; a Monitoring and Results Framework; and quarterly and monthly monitoring reports. As assigned, the MES will further conduct program/project evaluations, data collection and analysis, and country assessments.
This individual may be called on to help with other duties as assigned.
Qualifications
Minimum Requirements
- Bachelor’s degree and at least six (6) years of relevant professional experience.
- At least three (3) years of professional M&E experience.
- At least four (4) years of experience in multi-tasking complex projects, requiring interpersonal and customer service, writing, analytic, problem-solving and computer skills.
- Demonstrated research, analytical and problem-solving capabilities.
- Demonstrated ability to manage subordinates, including the ability to assign work, monitor progress, and apply supportive course corrections, while creating a positive work environment.
- Demonstrated proficiency with Microsoft software (e.g. Word, Power Point, Teams, SharePoint), including advanced experience in Microsoft Excel.
- Demonstrated fluency of English speaking and writing, including experience in the writing and briefing styles of the Department of State and/or Department of Labor.
Preferred
- Familiarity with security assistance programming, including military assistance, counterterrorism, and/or countering violent extremism.
- Experience working with U.S. government agencies, especially with the Department of State and/or Labor.
- Familiarity with qualitative data analysis, manually or by software such as Atlas.TI or NVivo.
- Familiarity with quantitative data analysis using Excel, Power BI, or Tableau.
