Medical referent At Accion contra el Hambre Espana


The medical referent will be responsible for coordinating the implementation of the health component. It must ensure the technical quality and the smooth running of the health component, strengthen and guide the’ field team, develop new project ideas in the field of health. It will accompany health authorities in the identification and prioritization of health needs in the region. The referent will also be responsible for strengthening the technical capacities of the mughataa management teams in management, planning and supervision. Il-Elle will ensure the representation of’Action against Hunger in the coordination bodies of health interventions at the level of the region.

He-she will have to take care of :

  • reduction of the morbidity and mortality rate related to malnutrition through effective and quality management ;
  • strengthening the prevention of malnutrition by using the 1000-day’ window of opportunity to promote the growth and development of children and the well-being of women of childbearing age ;
  • improving the integration of health nutrition issues into national programmes and their implementation by integrating the’ gender aspect and promoting the advocacy strategy.

Main activities

Objective 1: Guarantee the quality of’implementation of the health component of the project

Tasks :

– Ensure the proper management of the project cycle (project design, activities, monitoring and evaluation, capitalization) ;

– Support the regional and moughataa framework teams in the’assessment and’ needs analysis in health structures (training of medical equipment, medical consumable medicines and nutritional inputs) ;

– Accompany the regional and moughaataa management teams in the organisation of annual operational planning workshops (OAP) ;

– Support the’ project team in the monitoring of the budget and the implementation of the commitments made in the’ intervention proposal, and, readjust the Budget if necessary in connection with the Regional Finance Manager and the Field Coordinator ;

– In collaboration with the’ WASH team, support the health authorities in the’assessment of needs in terms of construction and rehabilitation at the level of health structures ;

– Support the’ project team in the follow-up of construction and rehabilitation works at the level of health structures ;

– Support regional and moughataa management teams in the organisation of public health campaigns (vaccination, screening, supplementation and deworming) ;

– Support regional and moughataa management teams in the planning and organisation of mobile outings ;

– Support the’ project team in the monitoring and analysis of epidemiological data in collaboration with regional and moughataa management teams ;

– Guarantee the’adaptation of the project in compliance with national and international health guidelines ;

– Promote and supervise primary health care activities at the level of health structures and at the community level ;

– Supervise the training of the staff of the health structures supported within the framework of joint training ;

– Support the capitalization of good practices of the health program, experiences, evaluations by applying the capitalization policy of’Action Against Hunger ;

– Ensure a continuous collection of health and nutritional data on the contexts of the’ intervention areas of the project ;

– Support the organisation of coordination meetings for health interventions in the HEC region ;

– To ensure the representation of’ACF in all instances of coordination of health interventions.

Objective 2: Supervise, manage and strengthen the capacities of the’programme team

Tasks

– Ensure the strengthening of the capacities of the’ project team in terms of effective management (planning, monitoring and execution of activities) ;

– Strengthen the capacities of the project teams on the primary health care activities package ;

– Strengthen the skills of the teams in supervising primary health care activities ;

– Ensure monthly analyzes of all the activities carried out within the framework of the project compared to the progression of the project indicators ;

– Support the identification of the training needs of the teams based on the assessments and the observation in situ ;

– Design, organize and lead training sessions for the teams responsible for the health component ;

– Organize and pilot regular ( weekly or monthly ) team meetings and make individual points as much as necessary ;

– Support the updating of the various monitoring tools of the health component as well as recovery plans in case of delay in the execution of certain activities ;

– Provide support to teams on the’organization and coordination of work ;

– Provide support to the daily questions of the members of the’ team (technical questions) ;

– Strengthen the CDP’s capacity to monitor the project team’s performance through tools such as the implementation of individual’ action plans.

Objective 3: Draft reports for donors and contribute to the development/revision of the mission strategy and the drafting of proposals

Tasks

reporting ;

– Contribute to the development of the monthly APRs of the project related to the health component (narrative and statistical) ;

– Support to the’ project team in updating the’ planelectronic and physical technical archiving ;

– S’ensure of regular monitoring of data on health projects on Gespra ;

– Define and monitor the reporting indicators adapted to the health/nutrition project ;

– Collection of statistical data Health/Nutrition ;

– To carry out a regular synthesis of the indicators at the’ scale of its project (APR, reports, surveys, screening report, vaccination report, monitoring of zero doses etc.), produce an analysis and write the necessary reports for the Field Coordinator, and technical coordination ;

– Contribute to the drafting of new projects in health/nutrition (narratives and budgets) in connection with the Field Coordinator, the support team of the base and the technical coordination ;

– Guarantee a quality reporting of the activities of the project taking into account the lessons learned.

Objective 4: Represent Action Against Hunger, develop partnerships at local level and ensure the capitalization of experiences and lessons learned

Tasks

– Develop and structure communication with local interlocutors (regular meetings, identification of privileged local interlocutors and development of collaboration with these interlocutors), in order to foster a harmonious and productive relationship with these first ;

– Participate in regional coordination meetings, meetings with the authorities, visits by donors and partners ;

– Promote the signature of’accord protocols with partners in the same area : s’y regularly refer to ensure that the collaboration follows the planned framework.

Candidate description

Training : Degree in general medicine or a specialization in public health

Knowledge in Food Safety and Medium of Subsistence and WASH desired

Experience in health project management.

Specific technical knowledge :

  • Knowledge in the field of Health/Nutrition and institutional strengthening
  • Management skills preferably on multisectoral projects
  • Knowledge of strengthening the pillars of the health system
  • Experience in project management in the Sahel or Mauritania.

Experience (years) : Have experience of’ at least 2 years in the management of Public Health, , with Action Against Hunger or another international organization.

Knowledge of the humanitarian sector :

  • Knowledge of donor procedures DUE, ECHO, UNHCR etc..
  • Knowledge of the bodies coordinating the activities of the humanitarian sector is desired.

Knowledge of’organisation :

  • Mastering the strategic axes of’Action against hunger is an asset
  • Knowing the procedures and rules of’Action against Hunger is an asset.

Languages :

  • French current
  • Desirable english
  • Knowledge of the three local languages is an asset (hassanya, soninke, Poular).

’information systems : Master the’computer tool: the Office and Sphinx pack, knowledge on mobile data collection (Kobo, ODK, tec.).

Mobility (national/international) : position based at Hodh Echargui with frequent field trips to the different Moughatas of’ intervention projects and in Nouakchott.

Specificity of the position : The Medical Referent receives multiple solicitations. In peak periods a sustained pace of work is required.

Compensation conditions:

We propose an immediate incorporation in a dynamic organization of’ international scope including the following contractual conditions :

  • Work contract in expatriation with UNAccompanied status.
  • Duration: 12 months (with possibility of renewal)
  • Department: Operation
  • Base : Bassikounou (Mauritania)
  • Level of contribution : V4
  • Salary between 35.791 € – 45.000 € gross per year depending on professional experience and responsibilities.
  • This salary is divided into 12 payments and based on experience and context.
  • Accommodation supported on the Mission by the’organisation (Guest house or Allowance for personal apartment)
  • The transport costs up’ to the mission supported by the organization.
  • Breaks d’one week with shipping costs to the reference area every 3 months and an extra of 215 € for the week.
  • 25 Working days of vacation per year with ticket supported by the organization.
  • Repatriation insurance, accident and travel and life.
