The Manager Compensation reports to the Chief Human Resources Management Services Division.
Responsibilities
Manages the Agency’s design, planning, coordination and implementation of compensation systems; leads the planning and implementation of salary surveys and the design of competitive compensation packages for all UNRWA fields of operation, aiming at making the most efficient use of Agency resources while attracting and retaining top talent among area staff; prepares recommendations to the Commissioner-General on the management of compensation systems, the adjustments of salaries and salary scales, the introduction, adaptation or removal of allowances, and the introduction of short and long term efficiencies to the compensation package. Assesses the relevance of the existing regulatory framework; develops and recommends changes to compensation policies with regards to relevant organisation directives, technical procedures and methodologies. Leads and directs the work of subordinate staff in relation to compensation; establishes work plans and provides necessary support to ensure the deliverables are met; develops the capacity of subordinate staff. In close coordination with her/his supervisor, reviews and proposes changes to internal management processes and procedures with the objective of improving the efficiency, productivity and quality of the Division’s output; and reduction of processes and procedures that hinder efficiency. Leads Organisation Design special projects and leads/participates in inter-departmental working groups and assignments related to the division’s work and wider HR agenda; coordinates and contributes to pertinent initiatives in the context of Agency-wide reforms and compensation matters, and integrates its various components with HR and organisational strategies based on a thorough assessment of needs of the various stakeholder groups in the Agency. Assists and advises her/his supervisor in managing other sections of the division, as requested, and acts as Officer-in-Charge for the Division during the latter’s absence.

Education
Advanced university degree (Master’s or equivalent) from an accredited educational institution in public or business administration, human resources, industrial engineering, or a related field.

Work Experience
At least seven years of relevant professional experience in compensation and benefits including salary scale and compensation and benefits package design is required. At least three years of work experience in an international, large governmental or commercial organisation, preferably within the UN system is required. Unless already serving as an international staff member in the UN Common System, at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of citizenship is required. At least five years experience in working with complex databases and mathematical/statistical formulas is required. Familiarity with the UN system and practices is desirable. Experience in updating policies and policy development is desirable. Coursework in organizsational design, compensation and/or public sector project management is desirable. Knowledge of another UN official language, particularly Arabic is desirable. Advanced university degree (Master’s or equivalent) from an accredited educational institution in public or business administration, human resources, industrial engineering, or a related field is required.
Languages
Excellent command of spoken and written English is required. Knowledge of another UN official language, particularly Arabic is desirable.

This is UN Regular Budget post. Type of Contract and duration: 2 years, with the possibility of further extension.
