Logistics and security delegate in Niamey (Niger)

For the projects of the Luxembourg Red Cross International Aid ASBL in Niger on a 12-month fixed-term contract.

The position is based in Niamey and includes, depending on needs and the security situation, possible travel to project intervention sites in other regions of the country.

The projects concern the area of ​​assistance to refugee, displaced and host populations, mainly around the housing sector.

The logistics and security delegate ensures the logistical management of the mission’s various projects and contributes to security management.

AICRL activities in Niger

For several years, Niger has been facing cyclical, structural and chronic problems which continuously impact different population groups and require an emergency humanitarian response accompanied by strategies aimed at strengthening the resilience of the affected populations.

AICRL has been present in Niger since 2012 and implements humanitarian assistance and development projects in close collaboration with the Niger Red Cross (CRN) and with partners of the International Red Cross and Red Crescent Movement. The main intervention areas are the regions of Niamey, Dosso, Diffa, Tillaberi, Tahoua and Maradi.

The security context in Niger

Niger presents a complex and volatile security situation which impacts on a daily basis the needs for interventions and the ability of humanitarian actors to access the field.

Role and objectives of the position:

Under the responsibility and supervision of the head of mission:

  • Ensure the management of mission supplies (calls for tenders, orders, stock management, supplier management, etc.) while ensuring compliance with the procedures in place
  • Ensure the implementation of a responsible supply chain and purchasing policy and promote staff training in logistics and security procedures
  • Ensure the management of the mission’s vehicle fleet and equipment and logistics reporting (compilation and consolidation of all reports: narrative, stock reports, inventories, fuel consumption, etc.)
  • Ensure the drafting of security analyses of intervention areas and the updating of tools, linked to security and monitor the movements of teams
  • Ensure coordination of actions with the authorities and other humanitarian actors and participate in meetings essential to the proper functioning of projects (CR movement meetings, clusters, etc.)
  • Advise colleagues on more environmentally responsible procedures and approaches

Essential criteria (applications that do not meet these criteria will not be accepted):

  • Education: Bac+3 level diploma or higher in the field of logistics and security
  • Experience: At least 5 years of experience in logistics and security management. Any experience in managing EU co-funded projects is a strong asset. Proven experience in administrative and financial management will be considered a major advantage.
  • Languages: Excellent oral and written command of French and good knowledge of English. Significant writing skills are expected.
  • Computer science: Excellent command of computer tools, particularly Word, Excel and Powerpoint. Proficiency in tools such as PowerBI and Kobo Collect is an advantage.
  • Soft skills: You are proactive, dynamic and have proven leadership skills. You know how to collaborate effectively within multicultural teams and manage relationships with colleagues of various nationalities.

Selection criteria:

  • Significant experience in logistics and security management of humanitarian projects
  • Strong administrative and financial management skills
  • Experience in the Sahel region or, failing that, a good understanding of the local culture
  • Experience or training in ecological and sustainable supply chain management, with knowledge of international environmental standards such as FSC
  • Knowledge of ISO 9001, 20400 and 26000 standards
  • Excellent communication and negotiation skills
  • Proven skills in data synthesis and writing high quality reports
  • Ability to work in international teams, with a developed sense of responsibility and leadership in achieving objectives
  • Ability to plan and organize work while respecting the rules and procedures in force.
  • Availability to participate in field missions
  • Understanding of working conditions in volatile safety areas and willingness to follow safety guidelines
