Organizational Setting

The FAO Country Office in Bangladesh (FABGD) is responsible for leading FAO’s response to country priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO’s priority activities in the country. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the country and, in collaboration with the Regional Office for Asia and the Pacific (RAP), Divisions, Offices and Centres at FAO Headquarters, develops, promotes and oversees FAO’s strategic response to these priorities. Through its Country Programming Framework (CPF), the Country Office supports policy dialogue on food security, agriculture and rural development issues, at country level. The country office is supporting the Government of Bangladesh and stakeholders in the implementation of a GEF funded project, the “Community-based Climate Resilient Fisheries and Aquaculture Development in Bangladesh – GCP/BGD/055/LDF”. The project aims to remove key barriers to effective adaptation to climate change and build resilience of the fisheries and aquaculture sector through policy reform and capacity development. The project will mainstream climate change in the national fisheries and aquaculture policy and related strategies, and build the capacity of the government fisheries officials, national stakeholders, and communities whose livelihoods depend on fisheries.

Reporting Lines

The International Freshwater Giant Prawn / Golda hatchery Specialist will work under the overall administrative supervision of the FAO Representative in Bangladesh, the technical management of the Lead Technical Unit (LTU) and the Lead Technical Officer (LTO) at the FAO Regional Office for Asia and the Pacific (RAP), in close consultation with the Senior Technical Advisor.

Technical focus

The International Freshwater Giant Prawn (Macrobrachium rosenbergii)/ Golda Hatchery Specialist will prepare an outline of the economic feasibility of a typical production cycle (in government and private hatcheries for comparison) using the new SOP and cost in the additional equipment required, indicating payback periods for this investment. He/she will also comment on the overall viability of the approach and any risks or issues that may be encountered by hatcheries which might compromise economic viability. The consultant is expected to play a vital role in identifying operational challenges and provide recommendations for improving the operational efficiency of the existing Government and private golda hatcheries and Satkhira district.

Tasks and responsibilities

  •  Develop and submit methodological approach on how the assignment will be undertaken. – The methodological approach will include work plan and highlight of assignment milestones.
  •  Undertake a mission to further assess the operational status and existing infrastructure of the existing Government and private Golda hatcheries in Jessore, Khulna, Bagerhat and Satkhira districts of Bangladesh.
  •  Review and update the assessment report on the status and operational problems of the existing Government and private Golda hatcheries in Jessore, Khulna, Bagerhat and Satkhira districts and provide additional inputs and/or suggestions to improve PL production.
  •  Develop relevant documentation as a knowledge resource and for follow up to improving Golda PL production – Review and make recommendations on the existing Golda Hatchery Operational Manual – Review the existing hatchery upgrading or improvement plan and provide additional guidance to hatchery owners on steps and actions to be undertaken when implementing the identified recommendations. – Develop a list of equipment and consumables with detailed specifications, needed for effective operation of the golda hatcheries of the DoF – Validate and update the economic feasibility of a typical production cycle (in government and private hatcheries for comparison) using the new SOP and cost in the additional equipment required, indicating payback periods for this investment.
  •  Submit end of assignment report highlighting task undertaken and progress achieved as mentioned above;
  •  Any other task assigned by the FAO Representative & Supervisor.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  •  University Degree in fisheries and aquaculture related to Freshwater Giant Prawn production and management;
  •  Should possess at least 5 years of practical and technical experience in production of Freshwater Giant Prawn post larvae (PL) in captivity.
  •  Working knowledge (level C) of English and limited knowledge (level B) of one of the other FAO languages (French, Spanish, Arabic, Chinese, and Russian) for COF. For PSA, working knowledge of English.

Technical/Functional Skills

  •  Demonstrated working experience on the above-mentioned expertise with Freshwater Giant Prawn/Golda Hatchery development in developing country situations particularly in SE Asia;
  •  Hands-on experience and deep understanding of Prawn Hatchery Management in the fisheries sector
  •  Excellent communication skills including strong writing skills, proven ability to convey complex ideas through clear communication, and concise reports, and effective oral presentations.
  •  Experience in working in developing countries, particularly in South East Asia.
  •  Ability to work in multicultural and multidisciplinary team and willing to undertake extensive field visits in the coastal project sites.
