Background
The Support Programme for Ukraine (SPU) has been established in order to continue to support the Ukrainian Government’s reform efforts, provide a platform for continued Ukrainian efforts in implementing OSCE commitments.
This post is financed from the Extra Budgetary SPU project under the OSCE Conflict Prevention Centre (CPC) at the Secretariat (SEC). The SPU is planned to run until July 2025. The post is subject to the availability of funds, as well as an extension of the project duration.

Tasks and Responsibilities Under the direct supervision of the Associate HR Officer, the incumbent performs the following duties:
- Assistance to the Associate HR Officer in all matters related to recruitment of the staff and consultants: drafting and posting Vacancy Notices in Taleo recruitment platform and social media; long-listing candidates, arranging interviews, sending out written tests, participating in the interviews as a Secretary to the Interview Board, in particular taking notes and drafting selection reports, collecting references, updating requisition statuses in Taleo, and communicating the recruitment results to the candidates.
- Maintenance and filing of correspondence and other materials in the respective folders, and keeping files in good order; records archiving, as instructed; follow up on staff queries and correspondence.
- Administration of the signatory process of the Special Service Agreements, Purchase Orders and other consultancy related documents, their records and files maintenance.
- Administration of the consultancy roster / database.
- Assistance to the Associate HR Officer in all matters related to the staff Learning and Development (L&D) administration; informing staff on the new L&D opportunities, collecting L&D requests and submitting them to the L&D Committee, assisting with training arrangements and maintaining records of training interventions.
- Preparation of HR Newsletters, presentations and other communication and visibility materials.
- Performance of other duties as assigned.
Necessary Qualifications
- Completed secondary education supplemented by human resources training or other type of training relevant to the job.
- Minimum three years of work experience related to human resources, recruitment, talent management, staff development or administration, either in public service, private entrepreneur, non-profit sector or international organization.
- Experience in participating in sourcing projects, utilizing social media, and/or delivering workshops / presentations, and creative writing skills would be an advantage.
- Computer literacy with practical experience in Microsoft applications. Experience in the use of IRMA/Oracle or another ERP software is an asset.
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
- Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
- Excellent oral and written communication skills in English and Ukrainian.
Remuneration Package
Monthly remuneration, subject to social security deduction, is USD 1.344 as per the relevant OSCE salary scale; the salary payment is effected in EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
