Organizational Setting and Work Relationships

Partnerships coordination and inter-agency affairs have undergone major changes in recent years. Not only have the number of inter-agency coordination mechanisms increased, they also have become more complex, requiring dedicated attention to formulate UNHCR’s positions. Following the High Commissioner¿s Strategic Dialogue with non-governmental partners, bilateral relations with many of our key NGO-partners have been further strengthened at field and at global level. Moreover, UNHCR is engaging in numerous bilateral consultations and agreements with other UN agencies and inter-governmental organizations on an ongoing basis. Concerning coordination, for UNHCR, coordination is the means through which it exercises leadership and accountability for refugees and other persons of concern in an inclusive manner, providing a platform for partners to contribute. In light of these developments, the High Commissioner has decided to strengthen our partnership approach, beginning by merging the Inter-Agency Coordination Service with the Partnership Section to create a new Partnership and Coordination Service (PCS) within DER, effective 1 February 2018. The reform of the Partnership Service reflects the shared recognition that meaningful protection, life-saving assistance and viable, sustainable solutions for people of concern lie with our ability to effectively partner with humanitarian organizations and to forge new partnerships with development actors. The reconfigured Partnership Service will therefore provide the field with support and guidance on our institutional relationships with traditional NGO and advocacy partners, and sister UN humanitarian agencies. The Service, amongst other tasks, will work to ensure that UNHCR approaches partnerships in a strategic, coherent, operationally focused and joined-up manner; and exercises field leadership and coordination effectively, in line with globally agreed principles and frameworks. While not directly managing all partnerships, it will work towards a less fragmented approach to relationships through consolidating, mapping and organizing partnerships; and through nurturing strong inter-agency networks. Reporting directly to the Director of DER, the Head of the PCS will also work closely with the Executive Office, coordinating UNHCR¿s corporate positions and policies on inter-agency coordination, including both humanitarian and development issues. PCS will maintain existing relationships as well as form new partnerships and linkages, with IASC, UN, NGO, the Red Cross and Red Crescent movement and other organizations and networks. Developing UNHCR¿s positions on partnerships, coordination and inter-agency matters, PCS will liaise closely with and consult all relevant in-house stakeholders such as Divisions, Regional Bureaux, the New York Office (NYO) and senior management. IACS will act as the focal point and coordinator for the following areas: – Partnership: PCS will maintain, prioritize and explore existing and new partnerships, in close consultation with the EO and relevant parts of the house. Where it does not manage directly, it will serve as a node. PCS will organize the annual NGO consultations. – Inter-Agency: Inter-Agency Standing Committee (IASC), Chief Executives Board for Coordination (CEB) (including High-Level Committee on Programmes (HLCP)Office for the Coordination of Humanitarian Affairs (OCHA), among others. PCS will also cover the United Nations Development Group (UNDG) and other development and peace/security processes under overall leadership of NYO. – Coordination: PCS will develop and improve UNHCR refugee and non-refugee coordination platforms, with the aim of supporting the field to meet needs predictably and inclusively. – Other inter-agency and multi-lateral processes, as relevant. Overall, PCS aims at ensuring that UNHCR is focused and strategic in its internal consultations on partnership, and coherent and articulate on its external advocacy and relationship-building.¿ All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties

– Coordinate UNHCR¿s corporate positions and policies on key humanitarian and development inter

-agency issues in close consultation with respective Divisions, Bureaux and senior management.

– Provide guidance and support to field operations on humanitarian and development related inter

-agency coordination issues, including for refugee operations in mixed situations. Externally, present and advocate UNHCR¿s positions in inter-agency fora (i.e. IASC and UNDG).

– Keep abreast of developments regarding UN governance, analyse the impact of such developments and reforms on UNHCR¿s priorities and operational modalities, and advise UNHCR management accordingly.

– Support senior manager¿s participation in the work of the IASC through preparing policy positions and the required background documentation and liaising with partner organizations. Serve as UNHCR’s Working Group representative.

– Work closely with DESS, in view of its role in the IASC Emergency Directors¿ Group, the related responsibilities regarding the roll out of the Transformative Agenda and UNHCR¿s coordination models, and the Human Coordinator (HC) selection and review system;

– Provide advice to Regional Bureaux and Divisions on the implementation arrangements of the Transformative Agenda, the cluster system, the SDGs, the functioning of the HC system and encourage organization wide coherence;

– Lead on forging key bilateral relationships with UN and non-UN partners, including through regular meetings, joint missions and MOUs, as relevant.

– Organize the annual UNHCR/NGO consultations, a large event involving several hundred NGO participants.

– Provide advice on the impact, implementation and strategic orientation needed in refugee operations given the evolving inter-agency environment.

– Act as UNHCR focal point and coordinator for UN humanitarian inter-agency system and the UN Development Group (UNDG) including the post 2015 process, in close coordination with the UNHCR Liaison Office in New York.

– Provide advice to Regional Bureaux and Divisions on the implementation arrangements of UN Delivering as One, UNDAF roll-outs, and the functioning of the RC system as applicable.

– Support senior manager¿s participation, as applicable, in and ensuring feedback from meetings of, the High Level Committee on Management (HLCM) and the High Level Committee on Programme (HLCP).

-Serve as UNHCR’s HLCP representative.

– Support the High Commissioner¿s participation in the Chief Executive Board (CEB), and serve as a guide and Sherpa to this forum.

– Represent UNHCR¿s positions at the various humanitarian and development inter-agency fora as well as to undertake in depth negotiations and discussions with counterparts at an equal and decision making level.

– Establish, maintain and promote relations, at policy level, with other international and inter-governmental organizations on matters of mutual concern in order to broaden their support for the aims and activities of UNHCR and to ensure complementarily.

Minimum Qualifications

Operational context

Nature of Position:

The incumbent to this position will interact with UN agencies, NGOs and sports organizations on a daily basis and should have a considerable, demonstrated political acumen, deep knowledge of multilateral, inter-agency processes, and the ability to negotiate and bring different stakeholders to agreement on policy issues. He/she should have demonstrated strong management skills as well as proven strong conceptual and drafting skills. The incumbent will lead UNHCR’s engagement with UN and INGOs agencies, oversee the development of new interagency agreements, and represent UNHCR in multilateral fora such as the Inter Agency Standing Committee, and ad-hoc mechanisms set up for new emergencies. He/She will be required to liaise with bureau and country offices and seek internal consensus on emerging interagency issues to be able to articulate UNHCR’s position externally.

The incumbent should have relevant experience in humanitarian field operations. A second official UN language is required.

The selected incumbent should be able to manage an increasingly complex inter-agency landscape, both at HQs and in field, both on the humanitarian and development side. S/he must be able to emphasize UNHCR’s refugee leadership role as well as UNHCR’s role for IDPs and stateless populations and provide training opportunities to all staff on interagency issues. He/she should also have the capacity to link UNHCR’s work to development and peace approaches and different humanitarian initiatives across a broad spectrum of fora.
