The promotion of gender equality and the empowerment of women is central to the mandate of UNDP and intrinsic to its development approach. The commitment to gender equality is clearly articulated in the UNDP Strategic Plan for 2022- 2025, and the Global Gender Equality Strategy, 2022-2025, whereby UNDP is committed to addressing root causes of gender inequalities and empowering women across all areas of UNDP’s work. Women’s empowerment and gender equality are vital to achieving the 2030 Agenda for Sustainable Development, which envisions a world “of universal respect for human rights and human dignity” in which “every woman and girl enjoys full gender equality and all legal, social and economic barriers to their empowerment have been removed.”

As UNDP Philippines embarks in the process of developing a new CPD 2024-2028, there is a continuous focus on gender equality and women empowerment as a key cross-cutting themes driving development results. The new programme will pursue the continuity of concrete action articulating the country office support for the Philippines Development Plan 2023-2028. The CO also aims to integrate the same principles in its own institution and culture to continue to “walk the talk” on gender equality. For this purpose, UNDP Philippines is implementing an action plan to strengthen its programmes and institutional environment in the scope of the UNDP Gender Equality Seal Certification Round (2021-2023). The CO will be developing a Gender Equality Strategy 2024-2028, which will be aligned to its next Country Programme Document and guided by the Global Gender Equality Strategy. The Strategy will aim to develop a robust programme/portfolio one equality and women empowerment, while strengthening its gender mainstreaming approach.

Position purpose

To achieve the above, UNDP Philippines is strengthening its capacity on gender equality issues, including through the hire of a Gender Analyst to lead the process of gender equality seal certification and input and implement the country office gender strategy and achievement of the above commitments.

Duties and Responsibilities

The Gender Analyst will work under the direct supervision of the DRR and work closely with CO Gender Team, and Programmes /Projects, as well as engage with all staff to identify specific issues / barriers, and potential champions to articulate a well-thought plan and support its implementation. Also, the Gender Analyst will support the integration of gender aspects in programming to enhance the institutional effectiveness of gender mainstreaming and women empowerment. The Gender Analyst will liaise with gender experts in UNDP Bangkok Regional Hub.

  •  Lead the implementation of the Gender Equality Strategy (2021-2023) and development of the new Gender Equality Strategy and Action Plan (2024-2028)
  •  Advice and support the Country Office Senior Management to build strong institutional commitment and leadership to implement UNDP’s Gender Seal Certification criteria.
  •  Support the integration of a gender lens within the country office operations and programming.
  •  Provide advice to Country Office communication and advocacy activities with a view to achieving broader recognition of UNDP’s contribution to gender equality results in the Philippines by national stakeholders and development partners
  •  Support the development of Gender Equality Strategy and Action Plan (2024- 2028) in consultation with all teams within the UNDP Country Office, including the Gender Team
  •  Coordinate and monitor the implementation of the Gender Equality Strategy and Action Plan (2021-2023) together with the Results and Quality Assurance team and communication team, and report to the senior management.
  •  Support the focal points for the Prevention of Sexual Exploitation and Abuse /Sexual Harassment in developing an action plan on PSEA/SH in liaison with the regional and global gender teams;
  •  Support HR in institutionalizing a gender responsive recruitment process;
  •  Provide technical advice and support to the CO programme teams on integration of gender in their programmes.
  •  Identify opportunities leading to the conceptualization of strategic project interventions that respond to the needs and concerns of women and men and are in line with the UNDP’s Country Programme Strategy
  •  Provide advice on appropriate gender-specific indicators across projects, and support colleagues in the monitoring and reporting of results/outputs and objectives against agreed indicators, in close collaboration with the RBM analyst
  •  Provide gender-related inputs to concept notes and the Pre-Project Appraisal Committee on integration of gender to ensure projects meet the minimum requirements on mainstreaming gender;
  •  Support the Institutionalization of gender-mainstreaming tools, gender analysis tools and checklists that support the programme teams in integration of gender in their programmes;
  •  Participate in working sessions with programme teams on their key projects to identify entry points for integration of gender in their projects.
  •  Ensure regular and correct application and monitoring of UNDP Gender Marker during the project design and implementation to maximize the projects’ gender equality contributions.
  •  Capacity Development of CO teams to enhance gender equality
  •  Support the Senior Management in Identifying capacity and learning needs of the Country Office programme and operations staff; explore opportunities and appetite for training assessments for Government and CSO partners;
  •  Support the development of a gender learning action plan in collaboration with the Learning Committee / HR team.
  •  Organize and conduct trainings for staff on gender analysis and mainstreaming, UNDP Gender Marker, awareness and reflections sessions,
  •  Collaborate with HR and Senior Management to advise and facilitate staff access to external learning programmes/courses and resources on gender equality.
  •  Develop Partnerships to promote Gender Equality
  •  Support developing a Resource Mobilization Plan for the gender equality and women’s empowerment programming which is in- line with the CO Gender Strategy and Action Plan and CPD
  •  Assist the CO Programme and Operations teams, as well as the Accelerator Lab and CO Economist in identifying and developing partnerships with gender equality/women’s governmental institutions, academia, feminist thinkers and women’s rights activists in the country.
  •  Support the work of the UN Inter-Agency Gender Task Group
  •  Participate the UN Inter-Agency Gender Task Group as per the TORs of the Group;
  •  Support its annual work plans and identify synergies, joint approaches to common gender challenges and opportunities for inter-agency collaboration on gender issues;
  •  Facilitate knowledge building, management, and sharing
  •  Collaborate with the programme and project teams to capture and document gender-specific results, lessons learned and recommendations for and future programming..
  •  Support the Gender Team in monitoring the implementation of the CO Gender Equality Strategy and action plan.
  •  Contributions to regional and global knowledge networks and communities of practice to share CO’s gender results and contributions in various thematic areas.
  •  Cooperate with the UNDP Country Office Communications Team and the Results and Quality Assurance Team in monitoring and documenting the Country Office contribution to gender equality results
