Food donation programmes aim at reducing waste and providing food for people in socially vulnerable situations. They usually involve partnership between the government and different sectors of society, such as companies, non-governmental organizations, and religious institutions. These partnerships are important to enable the collection, storage, and distribution of these foods. Therefore, in addition to promoting food security and nutrition, and preventing waste, donation programmes also have a positive social and environmental impact. In some countries, food donation programmes are eligible to receive tax benefits as a way to encourage food donation and increase the availability of food for people in socially vulnerable situations. Some examples of tax benefits include tax deduction, tax exemption, tax credit, and expenses deduction.

The development of subsidies on tax benefits within the scope of food donation programmes is directly related to encouraging companies to donate food and contribute to reducing food waste and promoting food security and nutrition. In addition, they can help increase the efficiently and sustainability of public food and nutrition facilities, making them more capable of meeting the needs of the population on an ongoing and consistent basis.

Technical Focus

Develop subsidies on tax benefits within the framework of food donation programmes.

Tasks and Responsibilities

The work shall consist of executing the following tasks in order to formulate the outputs:

  •  Prepare a Work Plan, in accordance with the model established by FAO – Food and Agriculture Organization of the United Nations, containing the development strategy of all consulting products, which must be handed in along with the first product to be presented;
  •  Meet with the General Coordination of Public Facilities;
  •  Carry out a bibliographical survey on tax issues within the framework of food donation programmes;
  •  Write technical documents: – Technical document containing bibliographical survey on the adequate and healthy food agenda within the framework of food donation programmes; – Technical document containing survey on tax issues within the scope of national and international food donation programmes; – Technical document containing subsidies on tax benefits, based on parameters of the adequate and healthy food agenda, and within the framework of food donation programmes.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  •  Bachelor’s Degree recognized by MEC in Applied Social Sciences, according to the Capes Table
  •  Working knowledge (level C) of Portuguese; basic knowledge (level A) of English would be an asset.
  •  Brazilian Nationality or other legally authorized to work in Brazil
  •  05 years of professional experience in the area of finance and/or public accounting
