SUMMARY OF POST FUNCTIONS

Under the direct supervision of the Assistant Director-General for Administration and Management ( ADG / ADM ), the Director / Director of the Human Resources Office ( DIR/HRM ) provides strategic leadership and provides guidance for all human resources issues, and directs the design and implementation of the Human Resources Management Strategy for 2023-2027. Through the formulation of a vision and strategies for the creation and maintenance of a body of dynamic civil servants, he/it plays an essential role in continuing to ensure the capacity of UNESCO to fulfill its mandate. The Director / Director drives change by guiding and supporting the reform initiatives of the Organization, in particular those aimed at improving human resources management,and visibly manages a team of human resources professionals. By creating an environment conducive to innovation and the provision of high quality services, the Director/Director ensures the provision of a comprehensive and integrated service through which the Organization can develop and use its human capital optimally. The Director assists members of the administration and staff in fully understanding the crucial importance of human resources management for the overall performance of the Organization. The Director is constantly striving to improve human resources management and is visibly leading the team of human resources professionals. The Director / Director is responsible for ( e ) :

  •  supervise the establishment of a talent management framework encompassing the provisional management of personnel needs, recruitment, learning and further training, performance management, as well as other human resources management services aimed at ensuring integration and synergy for the purposes of effectiveness and efficiency, while ensuring that diversity goals can be achieved;
  •  launch change and reform initiatives so that HRM plays a catalytic role and is recognized as a trusted partner in the context of organizational reform, and ensuring the effective implementation of the Human Resources Strategy ;
  •  ensure the communication to management of essential strategic watch elements concerning the general evolution of the workforce and the new challenges, so that the Organization can proactively anticipate, plan and respond to personnel needs as they arise ;
  •  promote and publicize within UNESCO the strategic importance of human resources management for the performance of the Organization. Focus on encouraging and orienting the development of staff, in particular by proposing interesting solutions in favor of work-life balance, ensuring gender equality and taking advantage of diversity as a comparative advantage ;
  •  encourage the development of a modern and dynamic international civil service by actively contributing to the reform of human resources within the common system of the United Nations ;
  •  empower a peer community of human resources specialists to achieve the highest levels of excellence in program delivery for the Organization ;
  •  represent the Director-General at meetings between staff and administration as well as in the various United Nations bodies, in particular the International Civil Service Commission ( CFPI ), the Human Resources Network and, where appropriate, the High Level Management Committee.

QUALIFICATIONS REQUIRED

Training

  •  High-level university degree ( master or equivalent ) in the field of human resources, in public administration or management or in companies, in law, in social or human sciences or other related fields.

Professional experience

  •  At least 15 years of experience at increasing levels of responsibility, nationally or internationally, in the field of human resources, public administration or business or in a related field, a large part of which is acquired in management positions.
  •  Experience in leading reform projects or programs.

Skills / Skills

  •  Knowledge of and support for the Organization’s mandate and vision.
  •  Strong leadership and management skills combined with proven leadership flexibility in the realization and / or supervision of the analysis of complex human resource issues.
  •  Proven ability to motivate, administer and manage large numbers of personnel performing various human resources functions.
  •  In-depth understanding and practical experience in human resources management and solid knowledge of the theory and general concepts of human resources management.
  •  Excellent sense of discernment and ability to make decisions and, in particular, great analytical and negotiation skills.
  •  High sense of professional integrity and political finesse; proven ability to interact with various high-ranking partners.
  •  Excellent sense of human relationships and proven ability to work in a multicultural environment by showing a strong sense of objectivity and impartiality, tactfully and with respect for gender equality and diversity.

Languages

  •  Excellent knowledge and writing skills in one of the working languages of the Organization ( English or French ) and ability to work in the other language.

SUBHIRED QUALIFICATIONS

Training

  •  Course / diploma / training in a discipline related to management.

Professional experience

  •  Exercise of high office at international level and / or within the United Nations system or in comparable international organizations.
  •  Knowledge of the common system of the United Nations.
  •  Professional experience acquired in multicultural work environments.

Languages

  •  Knowledge of other official languages of UNESCO ( Arabic, Chinese, Spanish or Russian ).

WAGES AND ALLOWANCES

UNESCO wages consist of basic wages and other benefits which may include, where appropriate: 30 days of annual leave, family allowance, medical insurance, pension scheme, etc.

The annual starting salary for this position is in the range of US $ 181,901.
