IOM’s operational footprint in a wide range of contexts provide the Organization with direct frontline perspectives, while its humanitarian leadership and coordination roles, along with its unique engagement in supporting national and local actors, place IOM at the center of this global trend.

In line with IOM’s commitments as Grand Bargain Signatory and as a member of the Inter-Agency Standing Committee (IASC), IOM is seeking the services of a consultant to facilitate development of a common understanding and formulate an institutional position on IOM’s localization approaches in humanitarian action (based on an analysis of IOM’s comparative advantages/disadvantages within the humanitarian sector and operational footprint) . Through a consultative process with IOM’s HQ, Regional and Field Offices as well as relevant external stakeholders (Local/National NGOs, Grand Bargain signatories and other IASC members), the consultant is expected to develop Localization Framework & Guidance Note for IOM’s crises response and preparedness efforts (humanitarian responses). The overall aim of the localization framework & guidance note is to support IOM country and field offices with operationalization of the localization commitments in humanitarian programs by building on existing institutional tools, guidelines and policies.

Organizational Department / Unit to which the Consultant is contributing:

The Consultant will be under the overall supervision of the Head of Preparedness and Response Division (PRD) and the Senior Humanitarian Policy Advisor, and the direct supervision of the Senior Emergency and Preparedness Officer.

Core Functions / Responsibilities:

Tasks to be performed under this contract

  1. Provide an inception report (workplan with timelines) on methodology, consultation plan, key deliverables, results and draft outline for the product.
  2. Conduct a desk review to analyze existing and forthcoming IOM policies, tools and guidelines relevant to localization.
  3. Take stock of IOM’s existing localization efforts (projects, initiatives) in crises preparedness and response and identify cross-departmental/divisional experiences (good practices) and lessons learnt on localization.
  4. Conduct consultations with IOM’s HQ, Regional and Field Offices to identify systemic enablers and obstacles in crises response and preparedness (through focus group discussions, workshops or surveys).
  5. Interviews with other UN agencies, Local/National NGOs, relevant local actors, and donors to understand common challenges and bottlenecks.

Performance indicators for evaluation of results

Performance of the consultant will be measured against key deliverables and results outlined in the agreed workplan/timelines. Biweekly review on progress and adjustment to be made with supervisor on regular basis. The acceptance of services will be verified by supervisor at the end of each month.

  • % of tasks listed in the ToRs that are on-track/completed;
  • Development of inception report (workplan with timelines);
  • Key findings of the desk review and consultations are presented to internal IOM DOE Localization Working Group (via brief report and presentation);
  • First draft of Localization Framework & Guidance Note & Validation workshop;
  • Final Localization Framework & Guidance Note ready for publication.

Delivery Schedule

  1. Inception Phase: Inception Report (4 pages max) and Workplan – 2 weeks (15th September 2022) (20% installment)
  2. Desk Review and Consultations: Present key findings of the desk review and consultations via brief report – 6 weeks (20th October 2022) (30% installment)
  3. Draft Product and Validation Workshop: First draft of Localization Framework & Guidance Note; Organize and facilitate validation workshop – 4 weeks (21st November 2022) (25% installment)
  4. Final Product: Final version of the Localization Framework & Guidance Note ready for publication – 4 weeks (19th December 2022) (25% installment)

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations, Political Science, Business or Public Administration or a related field from an accredited academic institution with seven years of relevant professional experience; or
  • University degree in the above fields with nine years of relevant professional experience.

Experience

  • At least five years of professional work experience in managing or coordinating humanitarian programs in conflict and disaster settings;
  • Experience working with civil society organizations, INGOs, local and national NGOs at the international and field levels.

Skills

  • Knowledge of the Grand Bargain, IASC strategic Priorities; Humanitarian Localization Agenda;
  • Knowledge of UN Common System and Humanitarian Programming Cycle (HPC);
  • Proven excellent competencies on report writing, analysis and evaluation, and communication;
  • Ability to work and communicate effectively with wide range of stakeholders within the humanitarian system;
  • Knowledge of IOM’s internal policies and procedures is an asset.

Languages

IOM’s official languages are English, French, and Spanish.

For this consultancy, fluency in English is required (oral and written). Working knowledge of French, Spanish and/or Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes

The Consultancy may involve travel to IOM HQ in Geneva and/or to IOM Country/field offices. Travel arrangements will be discussed and agreed with the supervisor and the costs of the travel will be covered by the organization.

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.
