The Organisation

Afghanaid is a British humanitarian and development NGO established in 1983. It is headquartered in Kabul and is currently working in four provinces: Badakhshan, Samangan, Ghor, and Daykundi. We also work through partners in nine others: Herat, Faryab, Jawzjan, Sar-i-Pul, Balkh, Bamyan, Takhar, Khost and Paktia. For 4 decades, Afghanaid has developed its thematic expertise and the capacity of its staff in correspondence with the evolving needs of the country, international best practice, and opportunities for innovation. Job profile

Reporting to the Director of Finance and Operations and collaborating as a member of the Board of Directors, the Deputy Director Human Resource (DDHR) leads the human resource sub-department and responsible for shaping and implementing HR strategies and initiatives to support Afghanaid’s mission and objectives. Provide leadership, guidance, and oversight across various HR functions to ensure effective people management and development within the organization. As a member of the Board of Directors, the DDHR supports the Managing Director and Board of Trustees in overall strategic and operational leadership of the organization.

Key Responsibilities:

HR Operations:

  • Oversee all aspects of HR operations including recruitment, on boarding, performance management, employee relations, compensation, benefits administration, and HRMIS management.
  • Develop and implement HR policies, procedures, and best practices aligned with Afghanaid’s mission, values, and legal requirements.
  • Ensure compliance with local labour laws and regulations, and maintain up-to-date knowledge of relevant legislation.
    • Handle grievances and violations, initiating disciplinary action in collaboration with the safeguarding unit.
    • Continuously review and improve the organization’s occupational health, insurance, staff benefits, and packages through thorough market surveys, proposing necessary changes to senior management. Oversee the development and implementation of succession planning.
    • Undertake any other duties as assigned by the line manager and directors to contribute to the overall effectiveness of the HR function and organizational goals.

HR Development and Capacity Building:

  • Design and implement talent management strategies to attract, develop, and retain high-performing staff.
  • Lead initiatives for staff development, training, and capacity building to enhance skills, knowledge, and performance.
  • Foster a culture of learning, diversity, equity, and inclusion within the organization.
  • Oversee performance management processes, including goal setting, performance reviews, and career development planning.
  • Stay updated on industry trends, best practices, and innovations in HR management and make recommendations for improvement.
  • Collaborate with senior management to develop HR strategies aligned with organizational goals and objectives.
  • Provide strategic HR advice and support to management and department heads to enhance organizational effectiveness.
  • Lead change management initiatives and organizational development efforts as required.

Ethnicity and Gender Equality:

  • Develop and implement strategies to promote diversity, equity, and inclusion across all levels of the organization, with a focus on ethnicity and gender equality.
  • Monitor and analyze workforce demographics and trends to identify opportunities for improving diversity and inclusivity.

Leadership and Team Management:

  • Provide leadership, guidance, and mentorship to the HR team, fostering a collaborative and high-performance work culture.
  • Manage, motivate, and develop HR staff, ensuring clear roles, responsibilities, and performance expectations.
  • Build strong relationships and partnerships with other departments to support HR initiatives and organizational objectives

Implementation and Management of HRMIS

  • Lead the implementation and integration of Human Resource Management Information Systems (HRMIS) across the organization.
  • Ensure the implementation and maintenance of the HR Management Information System (HRMIS) and ensuring accurate data management and reporting capabilities and ensure that HRMIS is utilized efficiently to support various HR functions.
  • Develop policies and procedures for data entry, maintenance, and security within HRMIS and train HR staff and end-users on the functionality and best practices of HRMIS.
  • Continuously evaluate HRMIS effectiveness, identify areas for improvement, and implement enhancements as needed and ensure data accuracy, integrity, and compliance with relevant regulations and standards.

PERSON SPECIFICATION

Education & Professional Qualification

The position holder should hold a Master degree in Human Resources Management, Psychology, Social Science or Business – related subjects.

Work Experience

Minimum of 8 year’s proven experience in the relevant field, including at least 3 years in senior-level role with national and international organisations.
