IMPACT ET REACH

REACH was born in 2010 as a joint initiative of two international NGOs (IMPACT Initiatives and ACTED) and the United Nations Operational Satellite Applications Programme (UNOSAT). REACH’s objective is to promote and facilitate the development of information products that improve the decision-making and planning capacity of the humanitarian community in emergency, reconstruction and development contexts. REACH facilitates information management for aid actors through three complementary services: (a) needs and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; and (c) provision of databases and (web) mapping facilities and related expertise.

IMPACT Initiatives is a humanitarian NGO based in Geneva, Switzerland. The organization manages several initiatives, including the REACH initiative. The IMPACT team is composed of specialists in data collection, management, and analysis, and GIS. IMPACT was launched at the initiative of ACTED, an international NGO headquartered in Paris and present in approximately thirty countries. The two organizations have a strong complementarity formalized in a global partnership, allowing IMPACT to benefit from ACTED’s operational support in its areas of intervention.

COUNTRY PROFILE

The CAR continues to face a serious protection crisis, with a steady increase in violations of human rights and international humanitarian law despite the signing of the Political Agreement for Peace and Reconciliation in 2019. Those suffering the most are the civilian population. One in four Central Africans is displaced either within the country or in a neighboring country, and the waves of returns of displaced and repatriated persons have slowed considerably. By 2022, 3.1 million people will need humanitarian assistance and protection. The impoverishment of households and the deterioration of essential services have significantly impacted their living conditions. Two-thirds of the population now struggle daily to obtain healthcare, food, housing, send their children to school, or access drinking water.

IMPACT AND RCA

IMPACT has been operating in CAR since 2015 through its REACH initiative supporting the funded Rapid Response Mechanism in an information management capacity. Following exponential growth in 2019 with the launch of multi-sectoral needs assessments at the national level, IMPACT now implements 8 research cycles across its three initiatives: REACH, AGORA and PANDA, in support of a) humanitarian response planning and prioritization; b) support for resilience, recovery and shock response preparedness; c) information on assistance modalities.

We are currently looking for a Country Coordinator to oversee our team in the Central African Republic.

Title : Country Coordinator / Representative

Contract duration : 12 months

Workplace : Bangui

Start date : as soon as possible

Reporting to the Regional Coordinator in Geneva, the Country Coordinator (CC) is responsible for representing IMPACT and managing and developing IMPACT’s programs in CAR. They lead the IMPACT team to achieve program excellence and ensure the highest level of impact and accountability, while ensuring compliance with IMPACT guidelines, policies, and standards across the mission. The CC is in regular contact with headquarters, ensuring that organizational risks are promptly and clearly communicated to the Managing Director, the Director of Country Programs and Operations, and other relevant managers at headquarters. They will promote the organizational vision and core values ​​across the mission and actively partner with headquarters to contribute to the implementation of IMPACT’s overall strategies.

In this assignment, the CP will be hosted by ACTED and will report directly to the ACTED Country Director and his/her delegates for all administrative, security, logistical, and financial matters. He/she will therefore fully respect ACTED’s rules and regulations regarding security, human resources, administration, and logistics and, in coordination with ACTED, will ensure that all IMPACT staff comply with them.

RESPONSABILITES

DEVELOPMENT AND IMPLEMENTATION OF THE STRATEGY

  • Analyze the socio-economic situation of the country, the impact of crises and the state of humanitarian aid.
  • Understand the humanitarian coordination mechanisms and the main actors involved.
  • Develop and oversee the implementation of a national strategy in line with headquarters priorities.
  • Ensure the relevance of IMPACT activities and their effective contribution to the humanitarian response.

FUNDRAISING

  • Ensure the securing of funding necessary for the implementation of programs.
  • Oversee the design of project proposals and the development of budgets.
  • Negotiate proposals and contracts with donors.

PROGRAM PLANNING AND IMPLEMENTATION

  • Ensure that programs contribute to more effective aid planning.
  • Ensure the required level of coordination with partners.
  • Ensure compliance with contractual obligations (programmatic and reporting).
  • Oversee project budgets to avoid under or overspending.

TEAM MANAGEMENT AND LEADERSHIP

  • Provide leadership for the mission and convey IMPACT’s values ​​and vision.
  • Contribute to the recruitment and development of talent within the organization.
  • Ensure teams have a clear work plan and performance indicators.

INTERNAL COORDINATION AND COMMUNICATION

  • Promote internal communication and information sharing within the team.
  • Submit regular reports to headquarters, including the monthly coordination report.
  • Maintain a constant link with ACTED to facilitate the implementation of their support.
  • Ensure compliance of all IMPACT staff with ACTED procedures.

EXTERNAL ENGAGEMENT

  • Strengthen IMPACT’s visibility within key humanitarian coordination forums.
  • Disseminate research results to guide and influence decision-making.

REQUIREMENTS

  • Academic: Excellent academic qualifications, including a Master’s degree in a relevant discipline (international relations, political science, social research, economics, development studies or similar)
  • Management Experience: Previous experience in a senior management role in an INGO field setting. Proven track record in successfully managing international and national teams in humanitarian settings.
  • Communication/Reporting Skills: Excellent communication and writing skills for effective reporting, including proven experience contributing to high-level presentations/briefings.
  • Years of professional experience: At least 5 years of relevant professional experience or proven progression within IMPACT. Previous experience in the [relevant] region is desirable;
  • Research Skills : Excellent research and analytical skills are an asset. Experience in evaluations. M&E, field research is an asset.
  • Computer Skills : Proven knowledge of Microsoft Office Suite, including Word, Excel, and PowerPoint. Knowledge of R, SPSS, and/or STATA or other statistical analysis software is an asset.
  • Multitasking Skills: Ability to multitask under tight deadlines, across multiple research cycles in a complex environment;
  • Degree of Independence: A self-reliant individual with a proven ability to work independently.
  • Work Environment: Ability to work in an intercultural environment requiring flexibility; Ability to operate in a complex security environment;
  • Language skills Fluency in French, proficiency in English is an asset.

COMPENSATION AND BENEFITS

  • For this position, the salary is between CHF 4,300 and CHF 4,600 per month (before income tax), etc. plus a monthly living allowance of USD 500.NB – IMPACT salaries are strictly determined by our salary scale, based on the position’s grade and staff education level. A location-dependent security and/or isolation adjustment is then applied to account for the fact that some staff members are required to work in challenging locations where living and working conditions are much more difficult than elsewhere.
  • Accommodation and food in a guesthouse NB – IMPACT is hosted by ACTED in this country.
  • Membership in a Swiss private pension fund (Swisslife – approximately 9.975% of the staff’s gross salary), health insurance, life insurance and repatriation assistance
  • Airfare every 6 months and visa fees covered (in-country travel and business expenses are fully covered)
  • R&R after 2-3 months (airfare up to $500 + $200 living allowance) if duty station allows.
  • Contribution to baggage transport: between 20 and 100 kg, depending on the duration of the contract (+ baggage and personal property insurance)
  • Annual leave of 36 days per year. Public holidays of the country of assignment. Leave for family or compassionate reasons, if applicable.
  • Pre-departure induction – 3 days at IMPACT Initiatives headquarters in Geneva + one week of pre-departure training at ACTED headquarters in Paris, including a 4-day on-site security training;
  • IMPACT prioritizes the psychological safety of its staff and the health insurance provided covers, among other things, up to €1,000 per year in psychosocial counseling costs.
