Presentation of TGH
“Actor of sustainable and shared solidarity”
Created in 1994, Triangle Génération Humanitaire, a French international solidarity association based in Lyon, develops and implements emergency, rehabilitation and development programs in the fields of water, hygiene and sanitation, civil engineering, food security and rural development, socio-educational and psychosocial. TGH currently works in 10 countries in Africa, Asia, Europe and the Middle East.
Context
Considered one of the poorest countries in the world (ranked 188th out of 191 countries according to the UNDP Human Development Index), the Central African Republic (CAR) is experiencing a chronic humanitarian crisis. In 2024, 2.8 million people in need of humanitarian aid were identified in the CAR, or 46% of the Central African population. More than eight out of ten people are vulnerable to poverty, including 68.8% in chronic poverty and 10.1% of non-poor people vulnerable to poverty. The priority sectors are WASH, protection, health and food security.
While the capital Bangui is secure, the country remains in a state of instability, with the presence of armed forces that reduce humanitarian access, particularly in the TGH intervention areas (Vakaga). In addition, since April 2023, the north of the country has been suffering from population movements linked to the Sudanese crisis. Clashes between members of the Sudanese army and paramilitary militias (RSF) are causing an influx of refugees day after day in the Sudan / CAR border area. The Vakaga prefecture is now hosting more than 14,000 refugees, destabilizing Food Security, increasing epidemiological risks in the area, and accentuating the economic fragility of a region already in a state of great vulnerability.
Mission presentation
TGH began its work in the CAR in 2007 to support refugees from Darfur, in the Vakaga prefecture. In this region of northeastern CAR, TGH implements multi-sectoral development and emergency projects (Am-Dafock camp in Birao) to meet the needs of displaced, returned and/or refugee populations, in the WASH, protection, education and food security sectors.
In Bangui, TGH has been working since 2014 on behalf of street children and incarcerated minors, by setting up mobile antennas and permanent offices to provide the most vulnerable children with access to basic socio-educational and medical services, and participates in the process of family reunification and foster care, alongside the supervising Ministry. TGH now operates in Bangui’s remand centers and is also implementing a training and professional integration project.
The current team is made up of 17 expatriate staff and around 130 national staff, divided between coordination and the operational base (Bangui, Birao).
Later
The Country Director (CD) represents TGH in the CAR and is responsible for TGH’s reputation.
He/she leads operations, manages teams and represents the organization in the CAR and ensures compliance with TGH values and humanitarian principles. The DP establishes the link between TGH’s global strategy and the country-specific strategy. As such, he/she works under the responsibility of the Geographic Manager based at headquarters.
He/she directly supervises the field coordination functions (Birao), programs, logistics, administration, consortium, as well as the compliance and MEAL components.
The DP:
- is responsible for security on the mission
- represents the association with partners, donors and various authorities
- monitors needs and proposes new interventions and development avenues for the mission
- coordinates teams and ensures proper implementation of programs on the mission
- ensures the correct human dimensioning of the mission and supervises the teams
- ensures the proper flow of information between headquarters and the field and ensures that deadlines are met
- ensures the implementation of all internal policies in force at TGH
REPRESENTATION OF THE ASSOCIATION IN THE COUNTRY, with national authorities, donors and other international organizations (UN agencies, NGOs)
- ensure compliance with national legislation for all mission activities
- ensure that government recognition procedures for the organization are followed
- maintain and develop good working relationships as well as good visibility of the association with national and local authorities, donors and other international aid stakeholders
- represent the association in coordination forums (OCHA, CCO, UN Clusters)
- ensure good coordination with other actors present on the ground: develop and consolidate partnership relations
DEFINITION AND IMPLEMENTATION OF THE MISSION STRATEGY
- in collaboration with the desk and the heads of the technical units at headquarters, define and/or redefine the mission strategy in relation to the changing context
- in connection with this strategy, coordinate and participate in the assessment of needs on the ground
- develop the knowledge of actors/decision-makers in the context of humanitarian action, cooperation and development aid
- ensure that the high level of preparedness is maintained to respond to humanitarian emergencies and other needs of populations affected by the crisis
- monitor and analyze industry developments and trends and strategically plan for future opportunities
- provide leadership in the development or change management of transformation initiatives in the country to enable continued evolution of programs
SEARCH FOR FUNDING
- assess potential donors present in the CAR and their intervention strategies
- ensure a link and regular communication with donors who finance current projects
- identify calls for projects that correspond to the association’s sectors of intervention
- provide support for the drafting of project proposals
- coordinate advocacy actions with various national and international institutions
SUPERVISION AND COORDINATION OF MISSION ACTIVITIES
- ensure the proper implementation and monitoring of activities in connection with the program coordinator and the country strategy
- ensure, with the administrative and logistical coordinators, the proper functioning of the mission on administrative, financial and logistical levels and take corrective measures, if necessary
- ensure, with the coordinators and the headquarters, the internal and external reporting of the mission, according to the donor rules and internal procedures
TEAM MANAGEMENT AND INTERNAL COORDINATION
- ensure good management of expatriate and national human resources
- supervise and support staff under direct supervision
- ensure a formal coordination system (meetings, reports, etc.) across all bases and lead coordination meetings
- conduct regular interviews with expatriate team members
- maintain a good atmosphere and a good team spirit
- ensure that TGH HR policies are respected
SECURITY MANAGEMENT
- ensure political, security and socio-economic contextual monitoring of the country and draw up analyses
- ensure the proper dissemination of analysis and information on the mission and at headquarters
- intervening with security actors (political, military, armed groups, religious, community and opinion leaders, etc.) within the framework of collective security: development of networks, negotiation of access, strengthening of acceptance, etc.
- regularly and appropriately update the mission’s security management tools based on the association’s formats
- ensure the proper dissemination, knowledge and compliance by all personnel of the safety rules and instructions in force
- guarantee, in close collaboration with field coordinators, a level and methods of operations adapted to the context
- support base managers in collecting information and analyzing the context
- participate in INSO contextual meetings
- manage, in conjunction with headquarters and, if necessary, the French Embassy and the United Nations, security incidents and emergency situations
COMMUNICATION
- ensure the quality and fluidity of internal and external communication
- maintain regular contact with donors, state and non-state partners
- be an active member of the CCO, the coordinating body of INGOs
These responsibilities may be reviewed depending on changes in needs on the ground.
Safety, working and living conditions
The security context requires strict compliance with the security rules (curfew, movement monitoring, etc.) put in place by the Coordination and regularly revised according to the evolution of the context. The movements of expatriates are subject to monitoring principles during and outside working hours and the mission imposes a curfew principle valid during the week as well as at the weekend.
In Birao, TGH has a secure concession on a plot of 3,600m² including 2 houses, offices, warehouses and a borehole. Water supply is provided by a borehole and electricity by a generator. A Wi-Fi connection is available.
In this context, expatriates from Birao have the opportunity to spend a few days in Bangui every 6 weeks.
In Bangui, expatriates have individual rooms in three shared houses, two of which are located on the compound where the office is also located. The Country Director (CD) has individual accommodation.
Wi-Fi is available in all homes and offices.
Profile
- At least five years’ experience in an NGO, including at least two years in representation roles in the humanitarian sector and with government bodies
- Good knowledge of the humanitarian environment (NGOs, UN, major donors)
- Strong leadership and people management skills, with experience managing diverse and multidisciplinary teams, both expatriate and national
- Experience in security management in a conflict context
- Experience in managing lessor contracts and writing project proposals
- Experience in leading effective and transparent financial management processes and risk management and compliance mechanisms
- Mastery of the operating mechanisms of international, governmental and non-governmental organizations
- Good organizational, planning, diplomatic and problem-solving skills, decision-making ability
- Cultural sensitivity, diplomatic, positive and constructive approach
