IMPACT ET REACH

REACH was born in 2010 as a joint initiative of two international NGOs ( IMPACT Initiatives and ACTED ) and the United Nations Operational Satellite Applications Programme (UNOSAT). The objective of REACH is to promote and facilitate the development of information products that improve the decision-making and planning capacity of the humanitarian community in emergency, reconstruction and development contexts. REACH facilitates information management for aid actors through three complementary services: (a) needs and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; and (c) provision of databases and (web) mapping facilities and related expertise.

IMPACT Initiatives is a humanitarian NGO based in Geneva, Switzerland. The organization manages several initiatives, including the REACH initiative. The IMPACT team is composed of specialists in data collection, management, and analysis, and GIS. IMPACT was launched at the initiative of ACTED, an international NGO headquartered in Paris and present in approximately thirty countries. The two organizations have a strong complementarity formalized in a global partnership, allowing IMPACT to benefit from ACTED’s operational support in its areas of intervention.

IMPACT is looking for a country coordinator to supervise its teams based in Chad

COUNTRY PROFILE

The humanitarian situation in Chad’s eastern provinces has worsened dramatically due to the new influx of refugees and returnees from Sudan – more than 700,000 and rising (including 164,000 returnees) as of March 16, 2024. This situation increases the vulnerability of the 1.9 million members of the host communities in these three provinces, most of whom were already vulnerable before this new crisis.

To address this humanitarian crisis, IMPACT Initiatives will begin operations in October 2024. Initial priority activities will focus on the eastern part of the country, including monitoring refugee camps and sites, market analysis, and public health assessments.

FUNCTIONS

Reporting to the West and Central Africa Regional Coordinator at Headquarters, the Country Coordinator (CC) is responsible for representing IMPACT, managing, and developing IMPACT programs in [COUNTRY]. They lead the IMPACT team to achieve program excellence and ensure the highest level of impact and accountability, while ensuring compliance with IMPACT guidelines, policies, and standards across the mission. The CC is in regular contact with the HQ teams, ensuring that organizational risks are promptly and clearly communicated to the West and Central Africa Regional Coordinator and other HQ managers. They will promote the organizational vision and core values ​​across the mission and actively partner with HQ to contribute to the implementation of IMPACT’s overall strategies.

In this role, the CP will be hosted by Acted and will report directly to the Acted Coordinator in Chad for all administrative, security, logistical, and financial matters. He or she will therefore fully comply with Acted’s rules and regulations regarding security, human resources, administration, and logistics and, in coordination with Acted, will ensure that all IMPACT staff comply with them.

RESPONSABILITES

DEVELOPMENT AND IMPLEMENTATION OF THE STRATEGY

  • Analyze the socio-economic situation of the country, the impact of crises and the state of humanitarian aid.
  • Understand the humanitarian coordination mechanisms and the main actors involved.
  • Develop and oversee the implementation of a national strategy in line with headquarters priorities.
  • Ensure the relevance of IMPACT activities and their effective contribution to the humanitarian response.

FUNDRAISING

  • Ensure the securing of funding necessary for the implementation of programs.
  • Oversee the design of project proposals and the development of budgets.
  • Negotiate proposals and contracts with donors.

PROGRAM PLANNING AND IMPLEMENTATION

  • Ensure that programs contribute to more effective aid planning.
  • Ensure the required level of coordination with partners.
  • Ensure compliance with contractual obligations (programmatic and reporting).
  • Oversee project budgets to avoid under or overspending.

TEAM MANAGEMENT AND LEADERSHIP

  • Provide leadership for the mission and convey IMPACT’s values ​​and vision.
  • Contribute to the recruitment and development of talent within the organization.
  • Ensure teams have a clear work plan and performance indicators.

INTERNAL COORDINATION AND COMMUNICATION

  • Promote internal communication and information sharing within the team.
  • Submit regular reports to headquarters, including the monthly coordination report.
  • Maintain a constant link with ACTED to facilitate the implementation of their support.
  • Ensure compliance of all IMPACT staff with ACTED procedures.

EXTERNAL ENGAGEMENT

  • Strengthen IMPACT’s visibility within key humanitarian coordination forums.
  • Disseminate research results to guide and influence decision-making.

REQUIREMENTS

  • Academic: Excellent academic qualifications, including a Master’s degree in a relevant discipline (international relations, political science, social research, economics, development studies or similar)
  • Management Experience: Previous experience in a senior management role in an INGO field setting. Proven track record in successfully managing international and national teams in humanitarian settings.
  • Communication/Reporting Skills: Excellent communication and writing skills for effective reporting, including proven experience contributing to high-level presentations/briefings.
  • Years of professional experience: At least 5 years of relevant professional experience or proven progression within IMPACT. Previous experience in the region is desirable.
  • Research Skills: Excellent research and analytical skills are an asset. Experience with evaluations, M&E, field research is an asset.
  • Computer Skills: Proven knowledge of Microsoft Office Suite, including Word, Excel, and PowerPoint. Knowledge of R, SPSS, and/or STATA or other statistical analysis software is an asset.
  • Multitasking Skills: Ability to multitask under tight deadlines, across multiple research cycles in a complex environment
  • Degree of Independence: A self-reliant individual with a proven ability to work independently
  • Work environment: Ability to work in an intercultural environment requiring flexibility
  • Language skills: Excellent command of written and spoken French and good level of English

COMPENSATION AND BENEFITS

  • For this position, the salary is between CHF 3,100 and CHF 3,500 per month (before income tax), etc. plus a monthly living allowance of USD 500.
  • NB – IMPACT salaries are strictly determined by our salary scale, based on the position’s grade and staff education level. A location-dependent security and/or isolation adjustment is then applied to account for the fact that some staff members are required to work in challenging locations where living and working conditions are much more difficult than elsewhere.
  • Accommodation and meals in a guesthouse. NB: IMPACT is hosted by ACTED in this country.
  • Membership in a Swiss private pension fund (Swisslife – approximately 9.975% of the staff’s gross salary), health insurance, life insurance and repatriation assistance
  • This base is not a family duty station.
  • Airfare every 6 months and visa fees covered (in-country travel and business expenses are fully covered)
  • R&R after 2-3 months (airfare up to $500 + $200 living allowance) if duty station allows
  • Contribution to baggage transport: between 20 and 100 kg, depending on the duration of the contract (+ baggage and personal property insurance)
  • Annual leave of 36 days per year. Public holidays of the country of assignment. Leave for family or compassionate reasons, if applicable.
  • Pre-departure induction – 3 days at IMPACT Initiatives headquarters in Geneva + one week of pre-departure training at ACTED headquarters in Paris, including a 4-day on-site security training;
  • Enrollment in the IMPACT Initiatives Research Foundational Learning Program within the first 3 months of contract start.
  • IMPACT prioritizes the psychological safety of its staff and the health insurance provided covers, among other things, up to €1,000 per year in psychosocial counseling costs.
