Organizational framework

As a result of the efforts made in recent years in terms of implementing measures, policies and actions to reduce emissions caused by deforestation, the Argentine Republic through the Ministry of Environment and Sustainable Development of the Nation ( MayDS ) has requested results-based payments ( PPR ) to the REDD + Results Payments Pilot Program of the Green Climate Fund ( FVC ). The financing proposal “ Payments for REDD results + from Argentina for the 2014-2016 results period ” ( GCP / ARG / 029 / GCF ), hereinafter “ the project ”, prepared with the support of FAO as an accredited entity ( EA ) before the FVC, it was approved by Board 27 of the FVC, in November 2020.

The project seeks to address the direct causes of deforestation ( such as unsustainable livestock management and forest fires ), and specifically the underlying causes of deforestation and degradation, through strengthening economic and social opportunities ( and diversification of livelihoods ), strengthening control and surveillance capacities, and strengthening forest governance in general.

In particular, the activities of this consultancy are framed within the Project Management Unit and its objective is to coordinate the + Science + Forests Program, in accordance with the guidelines established in the financing proposal approved by the FVC, the results framework and the project implementation manual.

Hierarchical dependency

The Program Coordinator + Science + Forest is under the general supervision of the FAO Representative in Argentina, the Technical Officer Leader of the project and the Advisor/a Principal Technician; and under the direct supervision of the General Coordinator of the Project.

Field of specialization

The Coordinator of the Program + Science + Forests aims to lead technical, operational coordination and supervision, administrative and financial of all the actions necessary for the effective implementation of activity D.2.3 ( see section C.2.2 of the project proposal document for more information, available in Spanish and English ), promoting inter-institutional articulation at the national, provincial and local levels, and the effective participation of all relevant actors, in order to strengthen the capacities of the Program + Science + Forest, providing technical and operational support at the local level in order to facilitate the effective implementation of the project and carry out training at the local and provincial levels in sustainable forest planning, gender, safeguards and participation.

Tasks and responsibilities

  •  Fundament and implement a Research Program that allows generating knowledge in the areas of: forest carbon dynamics, monitoring, forest management, social and cultural dynamics associated with the use of forests, gender, forest fires, among others;
  •  Design I + D and / or innovation activities, aimed at generating new knowledge and solving problems on the sustainable management and use of forest ecosystems in Argentina, that take into account the project work plan, as well as gender action plans, indigenous peoples, and the social and environmental framework; based on the objectives to be achieved according to the logical framework of the project;
  •  Coordinate and act as a link between institutions linked to scientific-technological activity, and other relevant actors for the conduct of various activities within the framework of the Research Program;
  •  Coordinate and technically support the preparation of terms of reference for calls and technical studies, including the preparation of the Letters of Agreement, to be carried out within the framework of the Research Program, in an articulated manner with the technical team of the UGP and the MayDS, as appropriate;
  •  Provide support in the collection and analysis of data on the activities and deliverables contained in the work plans of the Research Program, and provide logistical support for its execution;
  •  Monitor the activities and deliverables proposed in the work plans of the Research Program, ensuring compliance with the goals established in the project results framework;
  •  Systematize the information collected, and prepare and present reports on the activities carried out;
  •  Provide technical and methodological leadership for the dissemination and advice on research, innovation and development products implemented within the framework of the project, considering its various stages ( design, testing and execution ), following what is defined in the project objectives;
  •  Realizar visitas de supervisión, apoyo técnico y otros asuntos derivados de la operación del proyecto, tanto a las comunidades como a dependencias e instituciones gubernamentales, académicas y organizaciones sociales, cuando sea requerido;
  •  Apoyar técnicamente, en aspectos de investigación, innovación y desarrollo, a los equipos técnicos de las instituciones que llevarán adelante actividades del proyecto, gobiernos locales, actores territoriales y al personal del Proyecto;
  •  Apoyar la preparación de misiones técnicas al campo, encuestas, planes de trabajo y coordinar con las partes relevantes según sea requerido;
  •  Procesar y revisar informes de proyectos / programas, documentos, publicaciones y correspondencia de borradores de textos relacionados con el Programa de Investigación;
  •  Provide technical and logistical support for the organization of training, the preparation of case studies, methodologies and tools to improve capacity development, especially in rural institutions, indigenous and peasant communities, as well as other relevant actors, within the framework of the project’s objectives;
  •  Contribute to the documentation of best forest management practices, by collecting and reviewing relevant data and information related to the results of the Research Program and preparing informative notes on it;
  •  Prepare technical inputs for the presentation of progress reports on the implementation of the Research Program in instances of work workshops, technical missions and the Project Board.

LOS CANDIDATOS SERÁN EVALUADOS CON ARREGLO A LOS SIGUIENTES CRITERIOS:

Requisitos mínimos

  •  Título universitario en Ciencias Forestales, Agronómicas, Biología, Ambiente, Química, Recursos Naturales, Ciencias Sociales, Desarrollo Rural, u otra disciplina relacionada con el objeto de la convocatoria.
  •  Al menos 5 años de experiencia pertinente en proyectos de investigación en las áreas de dinámica del carbono forestal, manejo forestal, dinámica social y cultural asociada al uso de los bosques, género, incendios forestales, entre otras.
  •  Conocimiento práctico del español y conocimiento intermedio del idioma inglés.
  •  Nacionalidad o residencia permanente argentina

  •  It is desirable to have publications in indexed magazines associated with the knowledge, dynamics and forest management of native forests of Argentina.
