BACKGROUND

Purpose of Activity/Assignment:

The UNICEF Immunization Roadmap 2022–2030 envisions a world where every woman, child and adolescent fully and equally benefit from vaccines for good health, well-being, and realize their potential. This is in line with the goals in the Immunization Agenda 2030.

Immunization financing has been identified as a key barrier to achieving target immunization coverage and a cause of the existing disparities in access to and uptake of vaccines. To address this challenge and guided by the Immunization Agenda 2030, the four important areas of focus for sustainable financing for immunization have been identified as: (1) ensuring sufficient and predictable resources, (2) making optimal use of resources, (3) aligning partnerships, and (4) supporting sustainable transitions from external assistance.

The purpose of this advertisement is to establish a pool of health economics and health financing specialists to provide technical expertise in areas of health economics/health financing to support efforts towards sustainable financing for immunization and primary health care (PHC). The experts are expected to work in close collaboration with UNICEF Head Quarters, Regional and Country Offices and external partners in providing expertise in the technical areas as requested.

Scope of Work:

The Technical Expert/Consultant will work and provide technical guidance in the following areas:

  •  Undertake cost analyses to inform strategic and operational planning for immunization and PHC

Activities:

    •  Cost analysis to inform resource needs estimation for development of National Immunization Strategies (using NIS.COST)
    •  Cost analysis to inform catch-up and recovery from the global COVID-19 pandemic, including reaching children > 12 months of age with vaccination
    •  Cost analysis of interventions for reaching zero dose children, including in urban settings
    •  Cost analysis of new vaccine introductions
  •  Generate evidence to support decision-making in setting priorities and resource allocation at national and global levels

Activities:

    •  Cost-effectiveness analysis for vaccines and vaccine delivery mechanisms
    •  Investment cases for specific vaccines or broader immunization program interventions
    •  Budget impact analyses

с) Track resource allocation and expenditure on immunization and primary health care to monitor progress and inform decision making

Activities:

  •  Analyses of funding flows (budgets and expenditures) for procurement and delivery of vaccines
  •  Analysis of external financing for vaccines
  •  Global analysis of data in immunization budget database
  •  Conduct financing reviews and sustainability assessments for immunization

Activities:

    •  Use appropriate frameworks and health system diagnostics to assess country readiness for transitioning from Gavi support
  •  Strengthen Public Financial Management (PFM) for health to ensure more efficient and equitable use of resources.

Activities:

    •  Work with countries to identify and address Public Financial Management bottlenecks that affect service delivery for immunization and primary health care.

Analysis of planning and budgeting, expenditures, accountability, reporting and legal/regulatory bottlenecks that could hinder sustainable immunization financing.

Qualifications

(1) Education

Masters level. Inter Disciplines; Advanced university degree in relevant field: Health

economics, public financial management, business studies, public administration, public health, or health systems.

Additional qualifying experience may be accepted in lieu of the advanced university degree.

(2) Work experience

  •  Expertise in health economics and health financing with experience in resource-limited environments. The experts pool will be identified as below according to the complexity of the scope of work.
  •  2-5 years’ experience
  •  5-10 years’ experience
  •  More than 10 years’ experience
  •  Experience in all or some of the following:
  •  Cost analysis within the health sector
  •  Economic evaluation within the health sector
  •  Public Financial Management within the health sector
  •  Interfacing with national ministries of health and other multi-stakeholders and multi-cultural setting
  •  Resource tracking (budgets and expenditures)
  •  Development and implementation of research in health economics and health care financing
  •  Advocacy and resource mobilization

(3) Competencies

  •  Good understanding of national immunization programs, primary health care and health systems
  •  Strong analytical skills and experience synthesizing information from multiple sources.
  •  Demonstrated ability to work independently and collaboratively.
  •  Ability to work in a multi-cultural environment.
  •  Fluency in written and spoken in English Fluency in French, Spanish and/or Arabic is an advantage.
  •  Knowledge of local languages is an added value.

  •  All-inclusive (lump sum) fees for the deliverables noted above.

  •  Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  •  At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  •  Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
