Purpose of consultancy

To contribute to the adaptation and implementation of WHO’s Multisectoral Accountability Framework on TB (MAF-TB) and advance commitments on cross sector collaboration – all in close collaboration with staff across WHO’s Global TB Programme (GTB) and the three levels of WHO.

Background

The Global TB Programme (GTB) leads and guides the global effort to end the TB epidemic through universal access to people-centred prevention and care, multisectoral action and innovation. GTB specifically: provides global leadership to end TB through strategy development, political and multisectoral engagement, strengthening review and accountability, advocacy, and partnerships, including with civil society; shapes the TB research and innovation agenda and stimulates the generation, translation and dissemination of knowledge; develops policy options, norms and standards for TB prevention and care and facilitates their implementation; provides specialized technical support for Member States and partners, working with WHO regional and country offices to catalyse change and build sustainable capacity; and monitors, evaluates and reports on the status of the TB epidemic and progress in financing and implementation of the End TB Strategy at global, regional and country levels.

The importance of a multisectoral approach has been a cross-cutting theme in political commitments to end TB since the development of WHO’s End TB Strategy. This was reinforced in the political declarations of the 2017 Global Ministerial Conference on TB and the UN High Level Meeting on TB, calling for WHO to lead efforts in supporting countries to enable and pursue multisectoral engagement and accountability to end TB. In response, WHO developed and released the Multisectoral Accountability Framework to end TB (MAF-TB) in 2019. The main aim of MAF-TB is to support effective engagement across sectors to ensure access to equitable and affordable TB prevention and care for those affected and to strengthen accountability of governments and all stakeholders, at global, regional, and country levels towards reaching End TB commitments and targets. WHO is providing coordination, guidance, and technical support to countries and stakeholders for adapting and implementing the MAF-TB and its monitoring and review at global, regional, and country levels. All three levels of WHO are working closely with various organizations to build capacity, increase awareness and share best practices and experiences of multisectoral engagement and accountability.

Deliverables:

  •  Deliverable
  •  Enable the working of WHO’s collaborative multi‐stakeholder and multisectoral platform on ending TB, to review progress, drive accountability and contribute to coordination of the TB response.The main activities are:
    •  Outline an action plan for the platform to help with preparations for the UNHLM as requested by the WHO Strategic and Technical Advisory Group on TB and beyond.
    •  Organize the meeting of platform members.
    •  Disseminate information on a regular basis to platform members and proactively enable their engagement.

  •  Build capacity of MAF-TB consultants, regional and country staff on MAF-TB.The main activities are:
    •  Develop training on adaptation and implementation of MAF-TB comprising comprehensive information on the MAF-TB operationalization to improve capacity of experts from the roster of MAF-TB consultants, to provide specialized technical guidance on MAF-TB depending on country’s context.
    •  Organize training for consultants, regional and country staff on MAF-TB.
    •  Match regional/country requests on MAF-TB operationalization and MAF-TB Consultants to provide technical assistance based on the request.

  •  Promote the importance of MAF-TB for accelerated efforts to end TB in GTB documents and during visible events and track feedback from regions and countries.The main activities are:
    •  Review and provide inputs to documents developed by GTB where MAF-TB can be relevant.
    •  Provide an overview on MAF‐TB and draft summaries of requests from the regions following TB Technical Expert Network (TBTEN) calls with each region.
    •  Undertake preparations and arrangements for session on UN High Level Meeting and MAF‐TB adaptation at the STAG-TB Meeting.
    •  Draft a first version of the agenda and develop a background paper for the MAF‐TB session at the End TB Strategy Summit held in November 2023. Provide an overview on MAF‐TB and draft summaries of requests from the END TB Summit
    •  Cover MAF-TB agenda during UNION Conference that will take place in November 2023.

  •  Contribute to technical guidance to regional and country efforts to adapt and implement MAF-TB to accelerate the take-up of MAF-TB.The main activities are:
    •  Collate and address requests for technical guidance from countries and GTB regional and country focal points and monitor responses to requests.
    •  Compile stakeholder inputs, requests and concerns to inform the GTB response in routine coordination meetings and targeted MAF-TB webinars and content in visible events.
    •  Review regional and national MAF-TB documents in response to provide feedback on the documents.
    •  Regular documentation of good practices and challenges in MAF-TB implementation at regional, country and local levels to define specialized technical guidance to priority countries.

  •  Undertake regular information updates and member management of the interactive virtual platform on MAF-TB on the END TB Forum ( https://whoendtbforum.org/topics/23166/members).The main activities are:
    •  Keep the online platform up to date through regular development of content on the latest developments and best practices on MAF‐TB.
    •  Develop flyers and other promotional material to be disseminated by GTB to help build the membership of the virtual platform.
    •  Organize regular forums and opportunities for interaction virtually using the platform.

Expected by: 31 January 2024

  •  Deliverable
  •  Roll out of the new operational guidance and the best practice document in collaboration with the crosscutting lead and with other GTB units, WHO regional offices and TB high-burden countries and with input from the WHO Civil Society Task Force on TB.The main activities are:
    •  Participate and document meetings with clear notes for the record and action points.
    •  Organize and participate in webinars and meetings to promote the new operational guidance and the best practice document.
    •  Draft summaries of requests and action points following webinars and meetings.

  •  Contribute to the development of supporting products on MAF-TB.The main activities are:
    •  Engagement in GTB process to define the supporting products to be developed.
    •  Compiling content resulting from deliverables 1-6 to feed into the supporting products. These may include i) revised checklist for national MAF-TB baseline assessments with an accompanying handbook ii) the set of Policy Briefs on MAF-TB for other sectors (e.g. Agriculture, Communications, Education, Environment, Executive branch, Finance, Justice, Labour, Legislations, Local governments, Mining, Private sector, Social services, Trade and Industry, Youth and Sports).

Expected by: 24 May 2024.

Qualifications, experience, skills and languages.

Educational Qualifications:

Essential:

  •  Advanced university degree in the area of Public Health, Medicine, International relations or equivalent field.

Experience

Essential:

  •  Over 10 years of relevant experience working with public health programmes, policy analysis or related areas.
  •  Experience of working in TB/Health care.
  •  International experience of working as part of a multicultural and multidisciplinary team.

Desirable:

  •  Practical experience in coordinating multi-sector or multi-partner collaborations.
  •  Experience in producing technical reports, frameworks, action plans at WHO or other UN organizations.
  •  International experience within WHO or other UN Organizations at multiple geographical locations.

Skills/knowledge

Essential:

  •  Excellent knowledge and understanding of the global TB epidemic and the End TB Strategy and associated resolutions.
  •  Excellent inter-personal skills with ability to cooperate and negotiate with international and national staff at all levels.
  •  Demonstrated ability to interact with all stakeholders from across sectors with tact and diplomacy, upholding the reputation of the Organization at all times.
  •  Proven skills in writing both technical reports and narratives to effectively present technical information to different target audiences through a wide range of media channels.
  •  Excellent communication skills (oral and written) to work effectively with partners.

Languages required:

Essential:

  •  Expert knowledge of English.

Desirable:

  •  Expert knowledge of French or another UN language.

Remuneration:

Band level C-USD 10,000 – 12,500 per month.
