Duties andResponsibilities
The consultant will: • Identify and engage with partners during consultations. • Serve as a resource person for required specialized expertise during workshops and consultations, including assistance for its preparations and implementation. • Contribute to the capacity-building of the National Nuclear Commission. • Contribute to the preparation of the report to be submitted to the Human Rights Council at its fifty-seventh session.
Qualifications/special skillsAdvanced degree in law, political science, international relations, social sciences or related field, is required. Expertise and experience on nuclear issues and related rights to a clean, healthy, and sustainable environment; access to justice; reparations; and healthcare are required. Understanding of the Pacific context and background of the nuclear legacy in the Marshall Islands are highly desired.
LanguagesFluency in English, both oral and written, is required.
Additional InformationBetween 1946 and 1958, 67 known nuclear weapons were tested in the Marshall Islands while it was under United Nations trusteeship. The Human Rights Council Resolution 51/35 adopted on 7 October 2022 affirmed the importance of addressing the adverse impact of the nuclear legacy on the realization and enjoyment of human rights by the people of the Marshall Islands. Pursuant to this resolution, OHCHR will: • Cooperate with the Government of the Marshall Islands in the field of human rights and provide technical assistance and capacity-building to the National Nuclear Commission of the Marshall Islands in advancing its national strategy for nuclear justice and determining its technical assistance and capacity-building needs to pursue transitional justice in its efforts to address the nuclear legacy. • Prepare a report on addressing the challenges and barriers to the full realization and enjoyment of the human rights of the people of the Marshall Islands, stemming from the State’s nuclear legacy, to be submitted to the Human Rights Council at its fifty-seventh session, to be followed by an enhanced interactive dialogue, with the participation of the National Nuclear Commission of the Marshall Islands. • Seek the views of the Government of the Marshall Islands and its National Nuclear Commission, States, relevant United Nations mandate holders, relevant United Nations agencies, funds and programmes, non-governmental organizations and other relevant stakeholders, including civil society and affected communities in preparing the report mentioned above. Staff based in the UN Multi-Country Office of the Federated States of Micronesia and at OHCHR HQ will implement the mandate contained in the resolution, supported by the OHCHR Regional Office for the Pacific. The consultant with senior specialist level expertise will support this process. The consultant will be home-based, with travel to be undertaken to the Marshall Islands for workshops and consultations.
