The Green Corruption program of the Basel Institute on Governance focuses on applying our internal knowledge and experience regarding corruption prevention and enforcement anti-corruption and against money laundering to the environmental sector. The program covers corruption and financial crimes related to the illegal trade in wildlife, forest and timber products, fishing and mining.

About the project: Prevent Green Corruption

The Institute’s primary approach to preventing corruption has encompassed corruption risk assessments, internal control reviews and the implementation of mitigation measures working closely with partner national authorities and other relevant stakeholders. This includes both the independent implementation of these activities and the learning approach by doing, through training and mentoring, in close collaboration with our government counterparts.

Job description

The Green Corruption program has been providing technical assistance to the Directorate for Capacity Building (DFC) of the National Forest and Wildlife Service (SERFOR), to prevent the occurrence of the risk of corruption in interaction with native communities.

In this context, the DFC has defined the need for tutorial support in the development of three virtual courses (Forest and Wildlife Legislation, Administrative Sanctioning Procedure and Ethics in forest and wildlife management) through the SERFOR-Educa virtual platform.

Therefore, in coordination with the Prevention team of the Green Corruption Program in Latin America and the SERFOR DFC, the objective of this consultancy is to have a tutoring service.

Activities

Under the supervision of the Senior Corruption Prevention Specialist and SERFOR DFC, the consultant/to carry out the following activities in one hundred and twenty (120) calendar days from the beginning of the contract:

  • Prepare a work plan within the framework of the planned activities.
  • Review, evaluate and / or update, if applicable, the contents and materials (letters, infographics, evaluations, etc.) of the virtual courses of “ Forest and Wildlife Legislation ”, “ Sanctioning Administrative Procedure ” and “ Ethics in forest and wildlife management ” to be developed through the SERFOR-Educa virtual platform.
  • Carry out the planning of the courses, which goes from the coordinations for the assembly of the contents and the activities on the virtual platform.
  • Carry out the tutorial accompaniment through the Serfor Educa platform to the participants of the courses, guaranteeing the participation of those enrolled.
  • Prepare the respective reports on the final results in relation to the evaluations to the participants.
  • Promote and hold coordination meetings with the DFC, as required to achieve the objectives.
  • Other activities that contribute to the objective of the consultancy, agreed with the Senior Specialist in Corruption Prevention and the SERFOR DFC.

Deliverable

The consultant will report to the Senior Specialist in Corruption Prevention, Latin America, the delivery of the following products:

Product 1:

An activity report that includes:

  • Work plan with schedule.
  • The activities developed for the implementation of the first course.

Product 2:

An activity report, including the activities carried out to
the implementation of the second course.

Product 3:

An activity report, which includes the activities developed for the implementation of the third course.

Product 4:

An activity report, including the activities carried out.

All the products of the consultancy will be delivered digitally and must have the approval of the Senior Specialist in Corruption Prevention for Latin America, prior technical compliance by the SERFOR DFC. The Green Corruption Program prevention team will provide access to a shared folder to upload products, including corresponding evidence.

Supervision

The consultant will carry out his activities under the supervision of the Senior Specialist in Corruption Prevention for Latin America and the SERFOR DFC.

Qualification and competences

  • Professional degree in education, biology, forest engineering or related, preferably with a Master’s degree.
  • Minimum general experience of five years in work related to environmental, forestry and wildlife issues, in the public and / or private sector.
  • Specific experience in tutoring virtual courses on topics similar to those of this consultancy.
  • Have training in forest resource management and wildlife, and regulations in the forest and wildlife sector.
  • Driving experience and coordination with work teams.
  • Knowledge of the use of virtual platforms.
  • Personal: Leadership, initiative, assertiveness, capacity for synthesis, oral and written communication with different audiences.
  • Functional: Orientation to results, planning and organization of work, vocation of service.
  • Others: Knowledge of Ofimatics.
