About this consultancy assignment

The Christian Aid Ukraine Programme started after the full-scale Russian invasion of Ukraine on 24th February 2022, in response to the large-scale humanitarian crisis. With no pre-existing presence in the Ukraine, Christian Aid worked with Act Alliance Members, Swiss Interchurch Aid (HEKS/EPER – in Romania, Moldova, Hungary and Ukraine) and Hungarian Interchurch Aid (HIA – in Ukraine) to establish a programme, then established relationships with local and national networks.

Christian Aid is seeking a consultant to conduct a comprehensive but tailored country-specific donor scoping exercise, preceded by a future visioning exercise with a view to identify and secure new funding streams. The aim of this exercise is to support Christian Aids’ partners to navigate this new landscape, focus on their core strengths and vision and identify alternative funding.

Objectives

Specifically, the consultant will lead the visioning and donor mapping process with a view to:

  1. Support Christian Aid partners (APH, BC, HU, LOR, SN) to develop and articulate their vision for the next two years of their response to the evolving situation in Ukraine.
  2. Identify new funding opportunities at each type of organisation and the overlaps and opportunities for possible joint funding applications.
  3. Recommend follow-up actions including programme funding recommendations for all partners

Scope and Geographic Coverage

The assignment will run for approximately 35 days (over a period of 3 months) and focus on the following:

  1. Working individually with each partner, review their current strategies (these may exist as documents, but may not) and lead a visioning exercise to help develop and articulate these ideas in a form agreed with each partner.
  2. A comprehensive donor mapping exercise that explores both grants and commercial opportunities for all levels, looking at partners traditional donor base as well as opportunities from less traditional sources – such as corporations, trusts, foundations, impact investors, private sector actors and potential high net-worth individuals. This detailed analysis of donor architecture (looking at national, regional and global levels) should identify various new streams of funding and donors who could be influenced to consider supporting partners’ work. Questions to be considered with partners include:
    1. What is your short-term, medium-term and long-term funding target?
    2. What is the target split? (unrestricted/restricted)
    3. Which projects/programmes/thematic areas do you need funding for?
    4. Which areas are new/innovative/might attract funding?
    5. What are the no-go areas of your funding policies?
    6. What type of donors are you looking for?
    7. A separate mapping should be produced for each partner – APH, BC, HU, LOR, SN.
  3. Propose a donor engagement plan for each organisation for the next 2 years, outlining priorities, based on the research and donor mapping.
  4. Review the Christian Aid Ukraine team strategy and draft exit strategy, inputting into the draft exit strategy with recommendations around future funding with partners as appropriate. Review existing CA Ukraine donor mapping and research as background to the partner mapping. Background and guidance from the Christian Aid Programme Funding team and Trust and Foundations teams can be provided through online meetings.

Requirements

Your proposal should cover but not limited to the following elements:

  1. Organisational
    1. Overall approach to conduct the donor mappings
    2. Overview of yourself/your organisation and details of your capabilities, especially in fundraising, resource mobilisation and donor engagement
    3. Experience in working with donors in an international context especially major donors, private foundations, bi-lateral and multi-lateral donors, UN agencies, trusts and other institutional donors relevant to Ukraine
    4. Experience in planning funding initiatives, development of resource mobilisation strategies and implementation of such strategies
    5. Knowledge of the humanitarian and development aid sectors and understanding of the unique political challenges involved in fundraising for this work in Ukraine.
  2. Language skills
    1. Demonstrate your skills and experience in report writing
    2. Fluency in written and spoken English and/or Ukrainian (Ukrainian Language skills are desirable, but not essential)
  3. Details of your environmental and ethical policies and how they will apply to your work on this project
  4. Audited financial statements for the last three years (applicable for company only)
  5. Detailed cost with breakdown and payment schedules (if applicable)
  6. Two references
    1. Please complete Document 5 – Supplier Reference Check Authorisation Form to provide contact details of two referees who must be your previous or current clients
    2. Referees will be contacted if you/your organisation is shortlisted
