
Background
The Aga Khan Foundation (AKF), an AKDN agency, is a private, not-for-profit, non-denominational, international development agency established in 1967 by His Highness the Aga Khan. We bring together human, financial and technical resources to address some of the challenges faced by the poorest and most marginalised communities in the world. With an emphasis on women and girls, we invest in human potential, expanding opportunities and improving quality of life. In Eastern Africa, AKF works with partners to improve the quality of life by promoting and developing innovative solutions to challenges of development in Kenya, Madagascar, Mozambique, Tanzania, and Uganda. Reflecting the complex and multi-faceted nature of development, AKF programmes in the region encompasses Education, Health and Nutrition, Early Childhood Development, Agriculture and Food Security, Climate Resilience, Economic Inclusion and Civil Society.
About the AGECS Program
The Aga Khan Foundation is implementing a five-year Advancing Gender Equality Through Civil Society (AGECS) 2020-2025 initiative funded by Global Affairs which aims to address gender inequalities by strengthening the capacities of local Civil Society Organizations working on women rights and empowerment in Africa and Asia. In Africa, the program has a portfolio of 15 sub-projects implemented in select areas Kenya, Madagascar, Mozambique, Tanzania and Uganda in partnership with the Aga Khan University and 16 partners, that address gender equality through several innovative approaches.
Objective of the Assignment
To document and showcase the program’s impact, the organization seeks a qualified consultancy firm to produce five short, high-quality videos that highlight outcomes, stories of change, and lessons learned from these interventions. The main objective is to create five short (4-5 minute) videos that compellingly demonstrate the impact of the program for each country while covering but not limited to the following key gender sub-thematic areas:
1. Women’s economic empowerment models supported by the program
2. SGBV prevention and response models supported by the program
3. Women leadership models supported by the program
4. Healthy masculinity and how it has contributed to gender equality and women’s empowerment
5. Gender transformation models that have been advanced by the program
6. Working with the media to advance gender equality, among others.
These videos will be used for stakeholder engagement in advancing gender equality work.
Scope of Work
The consultancy firm will be responsible for:
- Developing creative concepts and country specific scripts in consultation with the AKF contact staff
- Conducting field visits and interviews with key stakeholders, including program participants, implementing partners, and local leaders
- Filming, editing, and post-production of five videos
- Producing English versions with appropriate subtitles where applicable
- Ensuring all visuals are respectful, ethical, and gender-sensitive
Deliverables
The consultancy firm will deliver:
- Inception report outlining the consultant’s understanding of these Terms of Reference. The Inception report to include a work plan, storyboard concepts, and timeline
- Draft products for each country for review
- Final Five short videos (4-5 minutes each) – one video per country
- Raw footage and all creative assets (e.g., B-rolls, photographs, audio clips)Duration and Timeline
The consultancy is expected to be completed within 45 days from the date of contract signing. A detailed work plan with key milestones will be agreed upon during the inception phase.
Reporting and Coordination
The Consultant will work closely with the AKF AGECS Manager and in close collaborations AGECS Country Coordinators, Gender Coordinators and AGECS partner lead staff.
Required Qualifications
The consultancy firm should have:
The Lead Consultant should have a degree in communications or relevant discipline or the equivalent experience with at least 10 years’ relevant professional experience in a similar function within international development context.
- Graphic design experience with NGOs proficient in producing communication pieces for development work.
- Proven experience in producing high-quality development communication videos Demonstrate conceptual clarity on gender equality and inclusion.
- Regional experience an asset.
- Experience in editing videos and photos for development work.
- Production team with English and local language communication skills is preferred.
- Work with Media Agencies, International Organizations, NGOs an asset.
- Availability and willingness to travel to different villages in selected locations within the Eastern African region.
- Expertise in gender and social development storytelling
- Knowledge of ethical practices in documenting community development work
- Capacity to deliver under tight deadlines
Ethical Standards and Safeguarding
The consultant must adhere to ethical standards throughout the assignment and must abide by AKF’s Safeguarding policy. Informed consent must be obtained, and anonymity must be preserved where requested. All members of the Consulting team must sign AKF’s Safeguarding Statement of Commitment upon contracting

- A financial proposal – The budget should include the consultant’s day rates plus all incidental costs including but not limited to transport, accommodation, subsistence, stationery as well as related taxes and license fees.

- CVs of proposed team members (max. 2 pages per CV)

- Include three references from similar assignments previously undertaken
