Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Deputy Chief of Mission (DCoM) and the direct supervision of the Emergency Coordinator, the Cluster Co-Coordinator (Shelter/NFI) will contribute to cluster coordination at the national level and support the Cluster Coordinator to ensure Shelter/NFI/CCCM activities are in line with global cluster policies and strategic directions, coordinating the operational response among all cluster partners in the country.

The Cluster Co-coordinator ((Shelter/NFI)) supports the Cluster Coordinator (UNHCR) to enable cluster partners to respond more effectively to the needs of the affected population by ensuring a coordinated approach across sites and organizations.

The Cluster Co-coordinator (Shelter/NFI) works on behalf of the cluster, facilitating cluster activities and contributing to the development and maintenance of a strategic vision and operational response plan. They also ensure coordination with other clusters in relation to inter-cluster activities and cross-cutting issues.

Core Functions / Responsibilities:

  1. Ensure a harmonized and coordinated multi-sectorial response across the country by contributing to the development of a cluster strategy in coordination with cluster partners including relevant authorities.
  2. Ensure reporting of sectorial gaps and needs in coordination meetings at the national level and promote support from other clusters when necessary.
  3. Develop and/or maintain a cluster structure across the areas of interventions, ensuring proper coverage and efficient reporting lines.
  4. Set-up coordination mechanisms, such as cluster meetings, both at local and national levels.
  5. Contribute to cluster planning at national level with regards to the development of response strategies, contingency planning, and action plans for the cluster.
  6. Undertake capacity mapping and gap identification exercises to contribute to the development of a capacity-building strategy for the sector, together with cluster partners including relevant authorities.
  7. Ensure and monitor that all SNFI actors implement cluster standards and guidance across targeted sites.
  8. Ensure monitoring and evaluation of the impact of activities conducted by the cluster partners, considering Accountability to Affected Populations principles and mechanisms.
  9. In coordination with the Afghanistan Humanitarian Fund (AHF), provide guidance and support so that all partners funded by AHF meet their targets and complete all reporting requirements.
  10. Organize joint field missions, needs assessments and analysis among cluster partners and participate in joint inter-cluster needs assessment exercises as appropriate to ensure that identified needs, gaps and priorities are as evidence-based as possible.
  11. Ensure that the response plan of the cluster is updated regularly according to evolving needs and that it establishes indicators by which performance of the cluster can be measured; ensure inclusion of the strategy in common appeals and pooled funds mechanisms.
  12. Coordinate closely with all partners to collect and collate agreed upon SNFI reporting tools;ensure that the cluster has a clear Information Management strategy in place, along with adequate IM mechanisms.
  13. Ensure proper communication and information flow between national and local levels, and among partners.
  14. Facilitate discussion and agreement on the use of common standards and tools among cluster partners; ensure integration of cross-cutting issues, such as age, gender and environment.
  15. Promote awareness of and adherence to relevant policy guidelines, codes of conduct and examples of good practice by all cluster partners, taking into consideration the possible need for local adaptation both in terms of language and content.
  16. Manage IOM’s cluster staff and subnational focal points in the field, as required.
  17. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations, Conflict Resolution, Shelter, Management, Social Sciences or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience

Experience

  • Professional Experience in Shelter, Non-Food Items, at a managerial level in emergency and conflict and post conflict environments;
  • Has Shelter/NFI technical and managerial experience to guide and lead the Shelter/NFI project teams/partners;
  • Has experience within the humanitarian architecture (cluster system) and with humanitarian appeals, humanitarian response plans and common humanitarian funds;

Skills

  • Excellent Accuracy, Monitoring and Evaluation, Managerial and Organizational skills, and ability to work with minimal supervision;
  • Flexibility, resilience and ability to deploy to deep field locations; delivers on set objectives in hardship situations;
  • Works effectively with Donors, local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives;
  • Excellent interpersonal and communication skills including relationship management, influencing skills, networking;
  • Solid computer skills, including proficiency in MS Office package (Office, Excel, Power Point,Outlook), internet and Email;
  • Demonstrated Strong networking capacities for constructive relationships with all humanitarian actors.

Languages

IOM’s official languages are English, French, and Spanish.
