Position: 01 National Consultant to analyze quantitative data collected as part of a perception study carried out in northern Côte d’Ivoire and to consolidate the results in a report.

CONTEXT AND JUSTIFICATION

Established in 1951, IOM is the leading intergovernmental organization in the field of migration, working closely with governmental, intergovernmental and non-governmental partners. IOM works to promote humane and orderly migration for the benefit of all. It does this by providing services and advice to governments and migrants.

The International Organization for Migration (IOM) wishes to support the Government of Côte d’Ivoire in proactively identifying the root and interconnected causes of the vulnerability of border communities.

The main objective of this study is to assess border communities’ perceptions of border security and management. This includes their understanding of threats and tensions, their resilience to insecurity, and their level of engagement in security, including through information sharing and collaboration with immigration services and other security forces. The study will also examine cooperation between border communities, local authorities and law enforcement agencies.

The study will also analyze the level of vulnerability of communities to risk factors such as poverty, famine, unemployment, public health emergencies, violent extremism and community instability. This vulnerability assessment will help identify the threats and risks these communities face and explore mitigation strategies.

The results of this assessment will serve as a reference for a consultative process aimed at developing a roadmap of interventions to mitigate the security risks and vulnerabilities identified. This approach will guide national and international actors in adapting their actions to better integrate communities, interact with them to improve border security and maintain conditions conducive to the movement of people, trade and development, while preserving the integrity of the territory.

Therefore, IOM wishes to recruit a consultant to carry out this study on the perception of security and vulnerability in the border areas targeted by the project.

These terms of reference are intended for the recruitment of a consultant for the formulation of a technical document describing the approach for community engagement developed jointly by the CNFCI and the IOM.

  • Objective

Under the general supervision of the Program Manager and the direct supervision of the Project Manager, the consultant will have to produce the following results:

  1. Submit a comprehensive evaluation report analyzing the data collected along with a concise PowerPoint presentation:

The report should include a commentary and analysis of the data, accompanied by relevant graphs, maps and illustrations. It will focus on analyzing the perception and understanding of existing risks and threats among members of the selected border communities.

Deadline: January 13, 2025

  1. Present the results of the safety perception survey for validation. The inclusion of amendments, observations and recommendations from this workshop will mark the end of the study. A final evaluation report incorporating the comments from the validation meetings will be submitted to IOM for approval.

At the start of the mission, the consultant must submit a succinct methodological approach and a work schedule which must be validated by the IOM.

Expected deliverables

1. Submit a comprehensive evaluation report analyzing the data collected along with a PowerPoint presentation of the results; Due date: 13/01/2025

2. Final submission of the report, taking into account IOM comments; Delivery date: 17/01/2025

PROFILE

Education

  • Master’s or Doctorate in Social Sciences, Statistics, Economics, or equivalent, from an accredited academic institution [1] with at least 5 years of professional experience;

Experiences

  • Knowledge and mastery of research, data collection and processing tools (database management/statistics);
  • Ability to understand and analyze the lifestyles of border populations, the dynamics of cooperation/collaboration, customary/traditional, social, religious practices and uses and their influence on daily life and the relations of cooperation and collaboration with immigration and security agencies as well as with traditional and local authorities;
  • In-depth knowledge of the border security environment of Côte d’Ivoire and the sub-region in general;
  • Experience in assessing security measures/procedures as well as teamwork and pressure skills will be an asset;
  • Good command of data processing software (Kobo, Excel, Access, SPSS, etc.); knowledge of other statistical software would be an asset;
  • Organizational ability to work independently under tight deadlines.
