Mission and objectives

The World Health Organization is a specialized agency of the United Nations Public Health Organization established in 1948. The objective of the World Health Organization shall be the attainment by all peoples of the highest possible level of health. World Health Organization achieves its goals by performing its essential functions: 1. Take a leadership role in key health issues and create partnerships when joint action is needed; 2. Set research priorities and encourage the acquisition, application and dissemination of useful knowledge; 3. Setting standards and criteria and encouraging and monitoring them; 4. Develop ethical and evidence-based policies 5. Provide technical support, be an agent of change and build institutional capacity in a sustainable way; 6. Monitor health status and assess health trends.

Context

The overall objective of the office of the Director, Programme Management (DPM), is to lead, guide, direct and coordinate the implementation, monitoring and evaluation of WHO General Programme of Work in the African Region, AFRO strategic orientations and related programme budgets through oversight of the Regional Office technical Clusters in charge of health systems and services, communicable and non-communicable disease and risk factors, and family and reproductive health. The Office also oversees the work of policy development and implementation for programme planning, budgeting, monitoring and evaluation, as well as dissemination of AFRO official health data and analysis throughout the Region. Other objectives include following up and monitoring implementation of decisions of the Management and Development Committee. The role of the Management and Development Committee (MDC) is to coordinate activities of all the clusters and support units on common issues related to the WHO Programme budget, and preparation and implementation of biennial workplans, to ensure effectiveness and efficiency of the work of WHO in the African Region. The MDC is also tasked with discussing the coordinated and harmonized implementation of the decisions of the Director-General and Regional Director including deliberating on the regional contributions to the global WHO Programme budget and the discussion of Governing Bodies; making policy, strategic and managerial proposals to the Executive Management Committee, including their resource implications; reviewing the documents to be submitted to the Programme Subcommittee and the Regional Committee; and reviewing the WHA and RC briefing documents for delegations to these statutory meetings.

Task description

Within the delegated authority and under the supervision of Director of Programme Management lead or his/her designated mandated representative(s), the UN Volunteer will:

  •  Provide support to the office of DPM to coordinate all Management Development Committee (MDC) activities
  •  Scheduling meetings
  •  Drafting minutes
  •  Monitoring action points with responsible colleagues
  •  Producing period reports for MDC
  •  Support analysis of all the meetings (meetings, training sessions, workshops, seminars or consultations) planned and conducted by different clusters, teams and units at the Regional Office. The analysis of the meetings will be conducted prior to meetings approval by MDC and upon implementation by the different clusters to ascertain whether the objectives of the meeting have been achieved and the extent of value addition in the context of 13th General Programme of Work (GPW13) and WHO country offices;
  •  Analyse and synthesis recommendations and action plans derived from MDC related meetings to monitor implementation and impact;
  •  Support monitoring of the functioning of different managerial organs at the Regional Office and decisions made;
  •  Assist in creating necessary monitoring tools for the MDC and other managerial organs;
  •  Share a quarterly report on meetings and managerial organs; and
  •  Perform other related responsibilities as assigned by the supervisor. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
  •  Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  •  Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  •  Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
  •  Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  •  Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  •  Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Requirements

Required experience

3 years of experience in Required Degree Level: Bachelor’s degree in business administration, public health, medical, epidemiologist, statistician or a related field.

  •  Skills: Excellent excel and powerpoint skills; good management of data and general information, and interpersonal skills. Excellent oral and written skills; excellent analytical and database management skills, reporting skills; Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel and ability to work with tight deadlines
  •  Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;

Other information

Living conditions and remarks

The duty station has relatively stable security situation and access to health services and other relevant recreational and basic necessities, However the post requires traveling and working in areas with conflict and with non-optimal living conditions. However the exposure to the different work environment and the presence of staff motivated to work under such environment provides for an interesting and enriching experience, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential. https://www.unv.org/
