ASH Coordinator (Water, Sanitation and Hygiene) – Maracaibo (National only) At Norwegian Refugee Council


The purpose of the Water, Sanitation and Hygiene Coordinator (ASH) position is to lead the implementation of the delegated portfolio of projects of the ASH competition in accordance with the proposals, strategies, NRC requirements and technical quality.

Generic responsibilities
one. Comply with NRC policies, standards, strategies, tools, manuals, and guidelines
2. Manage the performance and development of the work team.
3. Contribute, with the Area Manager, in the development, management and monitoring of the project budget.
4. Contribute to the development of the ASH strategy as well as the preparation of new proposals.
5. Certify that projects target participants most in need of protection, explore and evaluate new and better ways to help.
6. Promote and share ideas for improvement and necessary changes in activities.
7. Ensure the capacity building of project staff and transfer key skills.
8. Liaise and collaborate with relevant local authorities and other key stakeholders.
9. Promote the rights of internally displaced persons and returnees in line with the promotion strategy.
10. Ensure that the personnel in charge correctly comply with the NRC code of conduct during the development of all activities, paying special attention to those that involve relationship and coordination with the participants of the NRC ASH projects.

12. Monitor and document the implementation of project activities carried out by partners, carry out quality control and provide technical support to partners.

Specific responsibilities
one. Coordinate the actions required in Project Cycle Management (PCM), reporting (internal and for donors) and the execution of ASH projects in their Area
2. Provide relevant information on the needs, areas and new or better opportunities for the implementation of the ASH program in the assigned area as input for the preparation of proposals and reports, etc, by the Specialist.
3. Consolidate and follow up on the ASH competition action plan in the area.
4. Present reports of progress in projects that facilitate the identification of needs or deviations that require decision-making for your care.
5. Analyze with your team the consolidated information on the diagnosis of ASH needs that allow the pertinent implementation and efficient cost.
6. Certify that the implementation of the projects is carried out in accordance with the expected quality standards based on the technical guidelines provided by the ASH Specialist.
7. Ensure the correct updating and filing of the sources of verification or documentation of the projects implemented by the ASH competence in the area.
8. Follow up for the ASH team in the area to comply with the procedures established by NRC associated with Support, Monitoring, Evaluation and Learning (MEL) and programs within the framework of the projects implemented by the competition.
9. Coordinate with the Area Manager the actions of public incidence before the local and regional authorities, and management before actors in the ASH sector in order to promote their rights, improve public health and the effective enjoyment of the right to water and sanitation of the population in a situation or risk of displacement in line with the Communication and Advocacy Strategy.
10. Facilitate, coordinate and establish ties of respect and closeness with communities, institutions, contractors and humanitarian actors during the implementation of ASH projects, as well as sensitize / disseminate transparency processes/complaint mechanisms established by NRC.

Qualifications

Generic professional skills
• University graduate, preferably in Architecture, Civil Engineering or others related to the field of Water, Sanitation and Hygiene.
• Desirable verbal and written fluidity in the English language.

Context / Specific skills, knowledge and experience:
• Demonstrable experience of / in:
o Minimum 4 years in ASH project management and team supervision.
o Management of generic humanitarian guides and manuals and ASH as manual sphere, Wash Fit, 3-star Manual, compendium of technologies and sanitation systems, etc.
o Knowledge of water treatment solutions at the household level and safe storage and sanitation systems and hand washing points in emergency.
o Work with a population with different types of vulnerability, victims of conflict, violence, among others.
o Budget management
o Writing technical reports.
• Knowledge of national regulations: public infrastructure and environment policies, access to housing and territorial management.
• Mastery in the handling of office tools relevant to ASH competition management
• Previous experience in ASH-related issues is positively valued in agencies of the United Nations system, the Red Cross movement or other international or national humanitarian organizations.
• Availability to travel in the states among which NRC has a presence and spend the night on the ground.
