The role requires the management and responsibility of all the administrative and accounting processes of the project.

CONTEXT AND ORGANIZATION OF WORK
EMERGENCY is looking for an administrator for the new project in Ukraine. The intervention aims to facilitate access to health services for the population left in the rural district of Donbas, affected by the war.

Access will be guaranteed by providing primary health services in rural areas through mobile clinics to reach even the most remote and service-free areas of the district.

Coordinates, supervises and supports the national non-health staff by managing the organization of work and the field training of these collaborators ( on-the-job training ).
The international administrator has the Project Coordinator as the reference manager, but regularly interfaces with the EMERGENCY Humanitarian Office in Italy ( HQ ) for all areas of expertise.

TASKS AND RESPONSIBILITIES

The main responsibilities and tasks are:

  • ensure proper maintenance of the administrative and accounting documents of the project, including that required by auditors or any institutional donors;
  • ensure proper management of cash, bank current accounts and related reconciliation on a monthly basis;
  • ensure proper administrative management of the national staff (wages, contracts, holidays, permits …);
  • prepare the monthly reports (cash flow, reporting files …) and present it on time to the HQ, always indicating any deviations from the approved budgets;
  • collaborate with the Project Coordinator and the HQ in Italy in drafting the annual project budget;
  • support the Project Coordinator in preparing funding proposals;
  • support the Project Coordinator during the audit phases by institutional donors.

GUIDE LINES, PROTOCOLS AND TOOLS

Insights on guidelines, protocols and clinical services relevant to the role and more details on the tools and equipment available will be provided during the selection interview and in the mission preparation process.
The requirements and conditions are the same as for other roles reserved for international staff.

SPECIFIC REQUIREMENTS

  • Diploma of Accounting or Business Expert or Degree in economic, political and international disciplines;
  • minimum 2 years of experience in the role, gained in profit or non-profit organizational contexts;
  • preferable knowledge of the lines and financing procedures of the main institutional donors ( EU, MAECI, UN agencies … );
  • experience in holding the first cash note;
  • experience in revenue and payment management;
  • experience in the reconciliation of bank and cash accounts.

AVAILABILITY REQUIRED

6 months of stay abroad including a period of paid holidays to be carried out at the end of the mission in agreement with the Project Coordinator.
