Organizational framework

The post is located in the FAO Representation in Mexico. This vacancy is part of the administration team that reports to the FAO Mexico representative.

Tasks and responsibilities

General project administration

  •  Assume the administrative tasks of the project, such as: acquisitions, service contracts, file registration and maintenance trips, organization and logistics of meetings, coordination of workshops, among others.
  •  Administrative monitoring of the project in conjunction with the Project Coordinator.
  •  Support the project operations, solutions and coordination area in the preparation and reconciliation of financial reports of the Project and provide information on its operational monitoring.
  •  Ensure compliance with the daily administrative activities of the project according to the plans of purchases and trips, among others.
  •  Responsible for monitoring the inventory and custodians of hardware, software and general furniture of the project.
  •  Support national consultants in administrative procedures.
  •  Register, review and access the GRMS system for any administrative issue that corresponds to the project.
  •  Manage the petty cash of the project. This would be left to the admvo assistant.
  •  Collaborate with audits, providing information and documentation, and implement their recommendations.
  •  Participate in FAO Management Committee meetings and other relevant committees or meetings.

Acquisitions, events and workshops

  •  Keep the purchasing plan for the year in Excel updated in coordination with the project coordinator and operations and report weekly status to the FAO Administrative Council.
  •  Will maintain close communication with the event focal point to upload
  •  Obtain from CONANP requesting areas the specifications of the purchasing requirements and ensure that they are included in the FAO Purchase Application App.
  •  Obtain the budget approval of the area of operations for both the purchase plan and the additional purchases not included in the plan.
  •  It ensures that for all purchases over USD 5,000, a requisition has been prepared at GRMS when the purchase request is sent.
  •  Seeking efficiency in times and resources, the project manager will carry out the procurement process, particularly for low-value purchases ( direct ) and RFQ ( Request for quotation ). It will provide and prepare the information for the processes related to purchases of goods and services.
  •  In the case of tenders, the project manager will support the FAO procurement area by collecting the necessary technical information and the required formats. It ensures that the LTO ( Technical Leader of the Project ) is approved and, where appropriate, approval is available in the SMART system.
  •  It will maintain monitoring of deliveries by suppliers.
  •  It will monitor the payment to providers and services with the finance area. In coordination with the FAO Mexico finance area, the project manager must ensure that the information to process payments complies with the formats, agreements, required signatures and in general with FAO regulations. Coordinate the logistics of the Project training workshops to ensure their proper implementation. This point is not very clear to me.

Travel

  •  It will ensure assistance to project staff in the travel process: Security Clearence, Travel Authorization and mandatory courses.
  •  Acquire travel tickets.
  •  Ensures the correct calculation and control of reimbursement of per diem.
  •  Supports with general requests for travel procedures for external personnel.

General

  •  Carry out monthly reports regarding the development of its activities and a final report of the consultancy that must have the evaluation of the Project Coordinator and the Good View of the administration area from FAO. Perform any other function aligned with the target of the position. Monthly reports describing the administrative actions carried out within the framework of the project.
  •  Closing report at the end of the consultancy.
  •  Recurrent and tangible: Purchases of goods and services made within the established times and in accordance with FAO regulations and established procedures and policies

THE CANDIDATES WILL BE EVALUED IN ARRANGE TO THE FOLLOWING CRITERIA:

Minimum requirements

  •  Bachelor of Business Administration, Economic Relations, International Relations, Finance, or Related Career.
  •  5 years of experience and knowledge in purchasing processes by quotation and tenders, carrying out and executing plans for the procurement of goods and services, organizing training events and workshops, track supplier payments.
  •  Mexican nationality.
  •  Experience with United Nations agencies, federal or state governments and in acquisitions and events in the field will be considered a plus.
  •  At least 3 years of experience in the same or similar functions.
  •  Extensive knowledge in the management of spreadsheets and other purchasing and procurement management tools.
  •  Ability to establish harmonious labor relations and contribute to the creation of an institutional climate of respect.

Technical / functional skills

  •  Aptitude to effectively use standard office software such as MS Office ( Windows, Word, Outlook, Excel, Power Point, Exchange ) and others.
  •  Aptitude to effectively use accounting software and other information systems and databases to incorporate data, search, retrieve/define special reports and analyze and edit the results in a suitable format.
  •  Proven skills to establish fluid working relationships with representatives of government institutions and NGOs.
