The Armed and Security (FAS MAG) Programme Adviser, Odesa, Ukraine At ICRC – International Committee of the Red Cross

The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance.

The ICRC is mandated to work in countries affected by armed conflict or other situations of violence. The ICRC is present in over 80 countries and has some 19,000-field staff.

In 2014, the ICRC expanded its presence to Ukraine. There are more than 600 ICRC staff working in Kyiv, Dnipro, Poltava, Vinnytsia, Lviv, Donetsk, Luhansk, and Odesa.

The ICRC is looking for an enthusiastic and motivated person to fill the position of FAS MAG Programme Adviser in its sub-delegation in Odesa.

Purpose:

FAS MAG Programme Adviser supports implementation of the MAG programme with MAG interlocutors in Ukraine, mainly Ukrainian Armed Forces (UAF).

Functional Responsibilities:

  •  Organizes training and conduct dissemination sessions on the applicable laws to relevant members of the UAF, including Territorial Defense, under the directions of the MAG Kyiv;
  •  Briefs troops on applicable rules in situ or during pre-deployment training sessions;
  •  Give contributions to update the interlocutors FAS MAG mapping;
  •  Acts as a training relay in the delegation;
  •  Affords regular updates on the current development and changes to the security environment to the FAS Kyiv and the ICRC Delegation/Sub-structures in UA;
  •  Drafts and contributes to written reporting;
  •  Translates and/or interprets from Ukrainian into English and vice versa when necessary and as required;
  •  Contributes to the development and production of dissemination tools;
  •  Assist in relationship building between the Military in the field and the sub-delegation;
  •  Upon request and where appropriate, represents the ICRC and the FAS MAG during meetings and conferences at his level of expertise; takes notes during official meetings and produces MoM accordingly;
  •  Maintain a good working relationship between the ICRC and members of the Armed Forces in the field;
  •  Support the ICRC sub delegation in all operations involving relations or interactions with armed forces;
  •  The MAG Program Adviser in Poltava during his temporary absence may be technically replaced by other FAS MAG Program Adviser.

Required Qualifications and Skills:

  •  Ukrainian citizenship;
  •  Graduated from a UA military institute or academy;
  •  Retired from active duty, with minimum of 15 years of active service in UA Army or UA Marine Corps, Special Forces or Air Assault Troops, retired at the minimum rank of Major;
  •  Certification from the education institution;
  •  Professional fluency in English and in Ukrainian languages;
  •  Computer proficiency, users level.
