JOB SUMMARY

The Finance & HR Officer is responsible for overseeing financial and human resources activities to ensure compliance with local regulations, MedGlobal policies, and donor requirements. They manage financial transactions, including bank payments, payroll, and cash counts, while also supporting HR functions such as recruitment, personnel file management, and staff training. This role involves close collaboration with MedGlobal Head Office, program managers, and field staff to maintain transparency, accuracy, and efficiency in financial and HR operations. The Finance & HR Officer plays a crucial role in maintaining integrity, accountability, and adherence to best practices in finance and HR management within the organization.

MAIN DUTIES AND RESPONSIBILITIES

Finance and Accounts Activities

  • Support the Programs and In-Country Procurement teams in project implementation.
  • Ensure timely data entry in the accounting software and maintain accurate records of transactions (Quickbooks).
  • Prepare, verify, and maintain all financial documents, including vouchers, payment requests, and vendor payable statements.
  • Process payments and ensure timely payment to vendors with proper documentation.
  • Maintain key financial registers (cash, bank, asset, collection, and payment registers).
  • Prepare monthly bank reconciliations and payroll statements, including tax and VAT calculations.
  • Assist in audits, ensuring all documentation is accurate and up-to-date.
  • Oversee inventory audits and ensure the correctness of financial entries in both software and hard copies.

Human Resources and Administration

  • Ensure compliance of employment practices with local labor laws.
  • Facilitate preparation, payment, and record-keeping of staff salaries and allowances.
  • Maintain personnel files according to MedGlobal policy, local law, and donor requirements.
  • Provide training, mentoring, or coaching on performance management and relevant finance and HR areas.
  • Communicate regularly with field management and HQ HR on HR relevant issues.
  • Inform team members of HR procedures and provide guidance as necessary.
  • Make HR and accounting documentation available to staff in a language they understand.
  • Regularly update the staff database and manage staff leaves.
  • Coordinate the recruitment process for new/vacant positions in collaboration with the country representative and program manager.
  • Ensure performance management is performed in schedule with its proper documentation in time

Networking and Communication

  • Liaise with banks, financial institutions, and partners to ensure smooth financial operations.
  • Represent MedGlobal in meetings and communicate effectively with HQ and other departments.

Reporting

  • The Finance and HR Officer reports technically to both the Finance and HR managers at MedGlobal HQ.
  • Conduct regular internal audits and report any possible fraud or theft immediately.
  • Manage VAT, tax preparation, and MedGlobal office registration forms, including relevant reports.

QUALIFICATIONS AND SKILLS

  • Bachelor’s degree in Finance, Accounting, Human Resources, Business Administration, or a related field.
  • At least 3 years of experience in finance and/or HR roles, preferably in an NGO or similar environment.
  • Demonstrated experience in financial management, including budgeting, financial reporting, and cash flow management.
  • Experience with HR functions such as recruitment, payroll processing, and personnel file management.
  • Familiarity with donor regulations and compliance requirements.
  • Proficiency in financial software and tools, particularly QuickBooks or similar accounting software.
  • Strong analytical skills and attention to detail for accurate financial reporting and analysis.
  • Excellent organizational and time management skills to manage multiple tasks and deadlines effectively.
  • Strong understanding of Lebanese labor laws and local regulations related to employment practices.
  • Excellent communication skills, both verbal and written, for effective collaboration with internal and external stakeholders.
  • Ability to work independently with minimal supervision and as part of a team.
  • Strong interpersonal skills for building relationships and providing guidance to colleagues.
  • High level of integrity and commitment to ethical conduct in financial and HR management.
  • Ability to adapt to changing priorities and work in a fast-paced environment.
  • Proficiency in Microsoft Office Suite, particularly Excel and Word, for data analysis and documentation purposes.
  • Experience working in international settings or with diverse cultural backgrounds (The experience in working in Lebanon areas will be an advantage)
