The United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all Secretariat Entities, Peacekeeping and Special Political Missions, Agencies, Funds and Programmes of the UN system worldwide.

This job opening is advertised to fill one Human Resources Officer position. The Human Resources Officer will report to the Chief of the Field Central Review Bodies (FCRB) Secretariat and Reference Verification (RV) Unit, located within the United Nations Global Service Centre (UNGSC) in Brindisi, Office of the Director. The FCRB/RV Unit is part of the Office of the Director and reports administratively to the Director, UNGSC, and substantively to Staffing Services in Human Resources Services Division, Department of Operations Support (DOS).

Responsibilities

Within delegated authority, the Human Resources Officer will be responsible for the following duties:

For the Field Central Review Bodies (FCRB):
– Providing Secretarial services for the FCRB,
– Planning and organizing relevant reviews of the FCRB,
– Advising management of the outcome of FCRB reviews,
– Following up with recommendations of FCRB and ensuring their implementation,
– Planning and coordinating the membership of the FCRB and ensuring their endorsement and clearances,
– Updating, enhancing, and delivering training to new and existing members on FCRB policy and procedures, as well as its electronic support tools and databases,
– Maintaining statistics/data on activities of FCRB and the outcome of recruitment case reviews.
For the Reference Verification (RV) Unit:
– Reviewing and approving reference verification cases,
– Coordinating the work of the reference verification team,
– Assisting the Chief of the FCRB Unit in monitoring and ensuring consistency in the functioning of the FCR Bodies and the Reference Verification process, in particular with regard to the consistent application of policies and procedures. Updating existing procedures when necessary,
– Administering and providing advice on reference verification issues,
– Determining and recommending the final status of the reference verification cases processed by the RV team.

For general responsibilities:
– Providing reports, summaries, projections, and budget justifications as and when requested,
– Representing the FCRB Secretariat/ extended unit in meetings and other relevant activities, as and when requested by the Chief of the Unit,
– Providing oversight, support and backup on all the work related to FCRB and Reference Verification,
– Providing advice and support to managers and staff on Reference verification and staffing matters,
– Preparing special reports and participating and/or leading special human resources project,
– Assisting in preparing policy papers, position papers and briefing notes on HR matters,
– Preparing HR metrics and analysis as required, such as for audit requisitions, regular reporting and various ad-hoc requests
– Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting,
– Performing any others duties requested by the Chief of the Unit.

Meets timeline for delivery of products or services to client.

Education

Advanced university degree (Master’s degree or equivalent) in public or business administration, human resources management, social sciences or related area is required. A first level university degree in combination with additional two years of qualifying experience may be accepted in lieu of an advanced degree.

Work Experience

A minimum of five years of progressively responsible experience in human resources management, administration or related area is required.

Experience in the recruitment process is required.

Experience in performing recruitment oversight or reference verification related duties is desirable.

Experience in designing and delivering training programs related to recruitment or reference verification is desirable.

Experience related to process improvement projects and related change management procedures is desirable.

Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (both oral and written) is required. Fluency in French is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
