Senior Technical Advisor, Mel – Livelihoods At CARE USA


CARE’s Food and Water Systems Team is seeking a Senior Technical Advisor – Monitoring Evaluation Learning (STA MEL), Livelihoods, who will assist in establishing protocols for M&E (Monitoring & Evaluation) methods including (but not limited to): data driven management and coordination of knowledge management activities with MEL. He/she will contribute towards defining objectives and time-bound outputs that will support Food and Water System’s (FWS) technical teams’ efforts and build the quality and capacity of our MEL efforts. This position will provide effective and comprehensive technical support and guidance to Monitoring, Evaluation and Learning to program managers and other M&E staff for the Food and Water Systems (FWS) programs, facilitating development and submission of key monitoring and evaluation documents and reports.

The STA MEL will provide direct technical assistance and management expertise to technical/programmatic staff working across projects and geographies to elevate FWS’s monitoring, evaluation and learning in close collaboration with other STA’s. The STA will also support resource mobilization, program design, and partnership development aimed at integrating and aligning with FWS strategic plans and elevating team’s learning into global dialogues.

Responsibilities:

  • Support strategic direction for high quality evidence generation and learning: the STA will work with the Director MEL PQP of the FWS team to identify emerging trends in monitoring, evaluation, measurement and learning (e.g. adaptive management, participatory research and evaluation, social norms measurement) and develop appropriate frameworks, tools and approaches to support the integration of quality monitoring, evaluation and learning efforts across CARE’s FWS livelihoods portfolio.
  • Lead and support country office (CO) M&E teams on monitoring, evaluation, learning and communication: provide guidance and support as required to project-based M&E specialists at the country level. Lead priority efforts to build monitoring, evaluation and learning capacity and practices by supporting the application of effective program monitoring and evaluation methods, tools and approaches through development of guidance, training workshops, and hands on support and mentorship within FWS livelihoods programing.
  • Support design of new proposals for FWS: design high impact, competitive, and ultimately successful FWS livelihoods programs will involve supporting program design efforts to ensure that the MEL sections are well conceived, rigorous and fully in line with the program’s Theory of Change. The STA will ensure that MEL in all the FWS livelihoods programing are according to CARE’s MEL principles and standards, using a wide range of available tools and resources.
  • Lead collaboration with strategic monitoring, evaluation and learning colleagues and partners: the STA will lead the development and management of strategic relationships within and outside of CARE to advance the FWS team’s monitoring, evaluation and learning efforts within livelihoods portfolio.

Qualifications:

  • Masters Degree in a development-related field, with a preference for social science, anthropology, sociology, statistic, research or monitoring and evaluation.
  • At least 5 years of experience in monitoring and evaluating in a developing country context or within an international development organization
  • Demonstrated experience providing technical and programmatic support in monitoring and evaluation
  • Experience in designing and implementing highly effective and efficient M&E systems that deliver accurate and timely information for reporting and evaluation
