CONTEXT AND JUSTIFICATION

Established in 1951, IOM is the leading intergovernmental organization in the field of migration, working closely with governmental, intergovernmental, and non-governmental partners. IOM works to promote humane and orderly migration for the benefit of all. It does this by providing services and advice to governments and migrants.

The MIGRET project has been implemented since July 1, 2024, by a consortium composed of Expertise France, Enabel, and the International Organization for Migration (IOM), with financial support from the European Union. It aims to strengthen migration management in Côte d’Ivoire and make it a factor for economic and social development. It is structured around two strategic axes: promoting the sustainable reintegration of returning migrants and combating human trafficking.

With this in mind, the project primarily targets returning Ivorian migrants seeking long-term settlement, victims of trafficking, and young people exposed to the risks of irregular migration, particularly through awareness-raising activities. It provides for capacity building for Ivorian public institutions and civil society actors involved in post-return assistance, sustainable reintegration, and the fight against human trafficking. The objective is to consolidate existing services and contribute to safer and more beneficial migration for individuals and communities.

The MIGRET project complements ongoing initiatives, including the EU-IOM Joint Initiative, the Individual Measure and the Programme for the Protection, Return and Reintegration of Migrants in Sub-Saharan Africa (MPRR-SSA). It also aims to gradually strengthen national capacities in migration management, enabling the Ivorian authorities to ultimately provide autonomous care for returning migrants.

As part of this commitment to sustainable reintegration, IOM is recruiting two consultants to develop strong partnerships with the private sector in Côte d’Ivoire. The main objective of this mission is to create sustainable employment opportunities for returning migrants and facilitate their socio-economic integration into the formal sector. This initiative is part of a comprehensive approach aimed at strengthening existing systems and ensuring effective and sustainable support for beneficiaries in their reintegration process. A separation of deliverables by consultant and prioritization of tasks will be defined based on the expertise, experience, and profile of the consultants recruited.

JOB DESCRIPTION

  1. Tasks to be performed under this contracta) Analysis and diagnosis
  • Conduct an assessment of the opportunities and challenges related to the reintegration of migrants into the formal sector.
  • Identify the needs of the private sector in terms of workforce and required skills.
  • Mapping potential partner companies and organizations at national and international level with respect to a multitude of parameters (including but not limited to skills, training, employment, corporate social responsibility).

b) Development of strategic partnerships

  • Engage in discussions with key private sector stakeholders (professional federations, chambers of commerce, businesses, international and intergovernmental organizations, sectoral exchange initiatives and forums, etc.).
  • Propose collaboration models adapted to the needs of businesses and migrants;
  • Develop partnership agreements with companies willing to welcome migrants.

c) Capacity building and support

  • Identify training programs adapted to the requirements of the formal labor market.
  • Facilitate access to internship and employment opportunities for returning migrants.
  • Supporting companies in the process of integrating migrants.

(d) Monitoring and evaluation

  • Establish a monitoring mechanism to measure the impact of the actions taken.
  • Report progress regularly and suggest adjustments if necessary

2. Performance indicators for evaluating results

  • Coordination meetings organized with partners;
  • Meetings with implementation partners organized;
  • Reports;
  • Field missions prepared and carried out (if necessary);

PROFILE

Education

  • Advanced degree in Economics and Development, or related fields from an accredited academic institution [1] , with 05 (five years) of relevant professional experience, or;
  • Diploma or Certificate of completion of secondary studies with 07 (seven years) of relevant professional experience;

Experiences

  • Experience in the private sector and entrepreneurship;
  • Experience in project monitoring and evaluation;
  • Experience working in an international environment and liaising with various partners at all levels of the hierarchy;
  • Experience in liaison with government authorities and national and international organizations is an asset;
  • Previous work experience with a UN agency or other international NGOs is an advantage;
  • Have experience in migration and development, including inclusion

Skills

  • Good writing and proofreading skills;
  • Skills in Microsoft tools

LANGUAGES

Required

  • Excellent oral and written command of French;

Desirable

  • Written and oral fluency in English is an asset.

Travel required

  • Yes, travel outside of Abidjan will be covered by the IOM.

Notes

Consultants engaged to work under a home-based consultancy contract and who do not require travel do not need to provide vaccination records, regardless of the duration of the consultancy contract.
  3. IOM covers consultants against work-related accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultant’s contract. IOM does not provide evacuation insurance or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance in the event of non-occupational accidents or illnesses and must provide written proof of this coverage before commencing work.
  4. IOM has a zero-tolerance policy for behavior incompatible with the aims and objectives of the United Nations and IOM, including sexual exploitation and abuse, sexual harassment, abuse of authority, and discrimination based on gender, nationality, age, race, sexual orientation, religious or ethnic affiliation, or disability.
